Duties
This position serves as the Program Manager for the MILPO Resilience, Risk Reduction and Suicide Prevention Program (R3/SPP) to accomplish the Army National Guard's goal to help Soldiers, families and units develop the resiliency to overcome and respond positively to adversity, while simultaneously to minimize risky behaviors and suicides. These efforts will be implemented through guidance, advice, and decision support to the ARNG. Position is responsible for providing leadership, direction, and guidance in the performance of such functions as: developing, monitoring, revising, coordinating, and implementing a resilience/risk reduction/suicide prevention program that reduces incidents of high-risk behaviors, developing, monitoring, revising, coordinating, and implementing resilience training, risk reduction and suicide prevention policies and programs, providing in-depth research resulting in new doctrine, training, and mitigation of risks, providing continuity and coordination expertise for issues affecting soldiers and civilians, serving as a quick reaction capability to gather relevant data and information for the ARNG, and then advise on courses of action, and coordinating and implementing components of resilience training to help shape positive behaviors and successful reactions to traumatic experiences.
Performs duties as the Resilience and Risk Reduction Program Coordinator that requires the incumbent to analyze trends by utilizing qualitative and quantitative measures to ensure effective implementation of the Program. Utilizes scholastic research that encompass principles, theories, and findings in industrial/organizational psychology, psychometrics, experimental design/evaluation methodology, education and training technology, and cognitive psychology to modify, revise, improve or create ARNG programs. Monitors strategies and objectives to ensure they are effective, complete, comprehensive, and compatible toward achieving identified goals. Recommends, develops, coordinates, and disseminates policies/ARNG guidelines for administration and management of these programs. Reviews resilience, risk reduction and suicide prevention initiatives, and considers applicability for ARNG. Maintains ARNG wide suicide surveillance to establish any emergent high-risk trends and/or provide early warning when possible factors might lead to increased suicides. Participates with military and other government agencies in the definition of research requirements, the planning for research utilization, establishment of objectives and policies pertaining to risk reduction, and suicide prevention. Prepares and delivers oral presentations to civilian and military audiences in areas of technical expertise. Provides direct guidance and support to ARNG personnel in support of the mission. Conducts and/or participates in inspections, staff assistance visits, special advisory teams; provides papers and presents briefings.
Serves as staff consultant on all aspects of R3/SPP, training, and is the focal point for analysis on a full spectrum of issues affecting Soldier accession and recruitment. Plans and develops approaches, methodologies, policies, and procedures for attacking major problems frequently characterized by a lack of precedent studies to expand knowledge in the area. Assesses feasibility of new institutional training and performs research in support of findings from assessment visits. Develops partnerships with state, local and community agencies to support the R3/SPP.
Serves as the Resilience and Risk Reduction Program Coordinator with the responsibility for the overall planning, developing, coordinating, implementing, standardization and promoting of a comprehensive and effective program aimed at the reduction of high-risk behaviors. Recommends policy, procedures, and methodologies to commanders to assist in reducing the probability and severity of high-risk behaviors. Provides program guidance to specialists involved in readiness, resiliency, and retention throughout the ARNG as well as high-risk operational activities to reduce high-risk behaviors. Identifies new resilience, prevention and intervention behavioral risk management programs needed to foster coping skills and reduce high-risk behaviors. Analyzes reports and statistical data, and coordinates with SMEs for pertinent information on behavioral and environmental factors, assessment/prediction of their interaction under varying conditions, and effectiveness of current or proposed risk reduction measures/programs. Establishes program accountability and effectiveness measures to ensure continuity & quality of program services through staff assistance visits, process reviews, studies, surveys, and inspections.
Participates with military and other government agencies in the definition of research requirements, planning for research utilization, and establishment of objectives/policies. Plans/coordinates efforts of committees tasked with R3/SPP oversight.

- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
- This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
- Must be able to obtain and maintain the appropriate security clearance of the position.
Qualifications
BASIC REQUIREMENTS:
Degree in behavioral or social science or related disciplines appropriate to the position.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
SPECIALIZED EXPERIENCE:
A) At least 12 months of specialized experience, education, or training equivalent to at least the GS-09 level, or equivalent pay band in other pay systems in the Federal government in doing the work of the position (i.e. resilience/risk reduction/suicide prevention/social services/education/communications). This experience may also have been obtained in the private sector but must be demonstrated in the resume that it is comparable to the GS grade indicated.
This experience/education must include activities such as:
1. Experience analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions.
2. Experience preparing reports, plans, policies and various correspondence.
3. Experience evaluating objectives and developing plans to facilitate the availability and effective utilization of various social science resources.
4. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.

B) 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in behavioral or social science (or related disciplines appropriate to the position)
