This position is located on the Ozark St. Francis National Forest in Fifty Six, Arkansas This position serves as Facility Operations Specialist. Position is responsible for the Facilities Management Program. The program includes preventative maintenance, restoration, renovation and replacement of building, electrical, and mechanical equipment. Duties

Manage all phases of the buildings and facilities maintenance program, including installation, maintenance, and repair of mechanical, electrical, refrigeration, and pumping systems associated with specialized operations. Conduct facility safety and health compliance inspections and monitors compliance with safety and health regulations to make recommendations to supervisor regarding violations. Responsible for safety and health program reviews including Job Hazard Analysis, Material Safety Data Sheet (MSDS) Information, first aid kits, fire extinguisher maintenance and emergency plans to promote overall safe working conditions. Develop budget and cost estimates for the facility. Assist in emergency situations, preparing estimates of cost for supplemental budget requests for funding to cover unforeseen maintenance needs. Evaluate and monitor equipment costs to use and make recommendations regarding efficiencies Ensure that work orders are prepared and prioritized to determine tracking progress through project completion Develop alternatives for repair and/or replacement of existing systems and arrives at a solution which is compatible with budgetary constraints. Plan the work to be accomplished by assigning work to employees and establishing production or quality standards for the unit’s work. Establish and communicate guidelines and performance requirements to employees including conducting formal performance reviews and identifying developmental and training needs of employees. Requirements

  • Must be a U.S. Citizen or National.
  • Males born after 12/31/1959 must be Selective Service registered or exempt.

Qualifications

Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-09: You must have 1 year of specialized experience equivalent to the GS-07 level in the Federal Service. Specialized experience is defined as meeting one or more of the following; Preventative maintenance, restoration, renovation and replacement of building, electrical, plumbing, and mechanical equipment; overseeing the repair and replacement of components of buildings, monitoring costs, and conducting condition surveys on existing buildings; collection of pertinent information and data, recording, writing of correspondence, reports, etc.; perform diagnostic inspection of facility structures, related electrical and mechanical systems, and equipment; and coordinate with and assist engineers to ensure adequate maintenance or restoration of buildings and grounds, with minimum disruption. OR A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR An appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
