The Veterans Health Administration (VHA) has adopted the HR Modernization and Shared Services Implementation, which is a new model of organizing and consolidating essential Human Resource (HR) functions and services to the Veterans Integrated Services Network (VISN) level. This improvement to HR service delivery will support the needs of the VISN's diverse workforce and the expectations of management related to the acquisition, compensation, retention, and performance of staff.

Duties

Major duties include but are not limited to: Assists HR specialist with the on boarding of new employees to include arranging for physical examinations (based on the occupation). Ensures completion of all appropriate benefits forms. Extends job offers. Coordinates Entry-on-Duty and/or release dates from losing office. Forwards pre-employment packets to new appointees, and coordinates with other related functional offices involve in on-boarding (i.e. pre-appointment security checks). Independently conducts orientation for new appointees as determined appropriate. Reviews completed documents for missing or conflicting applicant information, as required. Processes new employee's enrollments, administers the oath of office, and ensures standards of conduct and government ethics orientation are completed and signed. Explains pay rates, pay periods, within grade increases, annual and sick leave accrual, etc. in order to familiarize employees new to the federal government with certain HR terminologies and practices. Coordinates with security counterparts regarding applications for Identification Cards, when required. Coordinates and processes required clearance documents for employees leaving the agency or federal service. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: 8:00am CST - 4:30pm CST, Monday - Friday Duty Station/Location: Applicants may be selected to work at either the John Cochran Division or Jefferson Barracks Division. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. These positions have been authorized for ad hoc telework. Telework eligibility will be discussed during the interview process. Remote: This is not a remote position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-05 Specialized Experience You must possess 1 year of specialized experience equivalent to the GS-4 level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. In this particular position, examples of specialized experience would typically include, but are not limited: Experience tracking, coordinating, updating, editing, compiling and maintaining files and records; clerical and administrative skills such as records management; skill in using computer applications for functions such as word processing, spread sheets and database management; skill in time management, multi-tasking and organization; and communication and interpersonal relation skills sufficient to appropriately and courteously relate to internal and external customers both verbally and in writing. SUBSTITUTION OF EDUCATION FOR EXPERIENCE: I have successfully completed a 4-year course of study above high school. This education must have been obtained in an accredited business or technical school, junior college, college or university for which high school graduation or the equivalent is the normal prerequisite. One year of full-time undergraduate study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business or technical school. COMBINATION OF EDUCATION AND EXPERIENCE: I have equivalent combinations of creditable experience and education. Equivalent combinations of successfully completed post-high school education and experience are also qualifying. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirements. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. (TRANSCRIPTS REQUIRED) GS-06 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to experience in applying an extensive body of HR rules, procedures, and operations sufficient to provide the applicant with the following: knowledge of, and skill in applying, a standardized body of HR rules, procedures, and operations concerning recruitment and placement sufficient. Knowledge of onboarding processes and benefits for new employees; providing general information and guidance concerning routine administrative processes and procedures; reviewing administrative documents for completeness; maintaining automated databases to track information and extract data used to generate documents, reports and records. GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of and skill in applying an extensive body of HR rules, procedures, and operations sufficient to perform a wide variety of interrelated and/or non-standard HR support work such as instruct facility supervisors and managers on recruitment/selection requirements, processes, and procedures, submitting requests, screen applications to determine if applicants meet minimum qualifications; answering inquiries concerning merit promotion procedure, procedures for reinstatement or transfer to another Federal Agency, and job vacancies for which application are being accepted; Identifying whether test needs to be administered; Identify whether employees applying for promotions meet the time-in-grade requirements; Identifying appropriate regulatory codes, nature of action, and the appropriate pay step to be entered on the HR action request; Accomplishing routine support tasks within the HR office; Providing routine information; Requesting HR records from the records center; Initiating HR actions; Maintaining files and/or employee records, position descriptions, training records, or other HR items; and Using a personal computer, terminal, and office software programs to enter data, complete forms, and correct errors and omissions in HR documents, files, and records as needed. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
