This position functions as the Administrative Officer (AO) for the Community Care department under the Chief of Staff service line for the VA Pittsburgh Healthcare System. The Community Care department is designed to provide access of timely care to our nation's Veterans under MISSION Act standards, where this is either no access or excessive delays to access within the facility or surrounding VA Medical Center locations.
Duties
Duties include, but may not be limited to the following:
Performs and monitors established administrative management requirements for the department.
Drafts correspondence, recommendations, reports, and memoranda related to management and administrative programs/issues.
Provides advice and guidance to managers and employees on questions and situations related to administrative services of the department.
Assists in the monitoring and tracking of action items, as well as training and education requirements based in Community Care.
Responsible for financial analysis, programmatic support authorizations, supporting the development of contracts/provider agreements, information management, performance of clinical/financial feasibility studies and support in strategic planning efforts.
Coordinates and tracks travel requests.
Point of contact for space planning, property management, and supply administration of service area.
Participates in short and long range goals while providing guidance to the organization's quality assurance plan.
Work Schedule: 7:30am-4:00pm Monday through Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of this position. Specialized experience includes: knowledge of office management or program management that involves planning, staffing, directing, and/or budgeting; coordinating administrative support activities (i.e., approve meeting minutes and agendas, etc.); monitoring/tracking programs or processes; and assisting with resource management responsibilities (i.e., allocating space, time, equipment for daily use of staff, etc.). NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. ~OR~
Education: Successful completion of a master's degree or equivalent graduate degree, two (2) full years of graduate level education leading to such a degree, or LL.B. or J.D. in a related field that demonstrates my ability to perform the duties of this position. Combination: Equivalent combinations of successfully completed graduate-level education (beyond the first year) and specialized experience, as described above, which meet the total experience requirements for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Position involves regular and recurring work; is mostly sedentary; and involves sitting at a desk. The position requires the ability to move from one geographic location of the facility to another; and requires working with a computer screen and keyboard. The employee will spend some time walking, standing, bending, climbing stairs, and carrying some light items. Stamina and concentration to meet crucial deadlines is required. The work is performed in a typical office setting, possibly shared office. The work area is usually adequately lighted, heated, and ventilated. This position is eligible for telework.
