Duties

Provides overall leadership, oversight, and coordination for the Field Office Biological Services team. Supervises and provides technical direction to wildlife biologist, botanist, and rangeland management specialists. Establishes deadlines, sets priorities, and assigns and reviews work performed by staff members. Responsible for accomplishment of personnel management including performance evaluations; recommending disciplinary measures; developing and identifying training needs; and providing feedback, advice, and guidance to staff members. Reviews or is responsible for technical adequacy of policy recommendations within the section. Ensures that Biological Services contracts and agreements are managed consistent with BLM policy and that funds are obligated in a timely fashion. Ensures workload accomplishments are made and reported in a timely manner. Coordinates plans and actions with other Field Office section chiefs/managers, specialists, conservation organizations, public land users, local/state gov. officials, and federal agencies to ensure consistency and promote understanding/cooperation.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. To qualify for the GS-12 grade level, in addition to meeting at least one of the basic requirements above, applicants must possess at least one full year of specialized experience equivalent to the GS-11 grade level. Examples of specialized experience may include: providing leadership and/or support for all aspects of terrestrial wildlife habitat and species management; monitoring processes or documents for compliance with federal laws such as the Endangered Species Act (ESA); consolidating submissions of annual work and budget plans for the wildlife management program; or monitoring project activities by coordinating with other organizations, professional societies, and interest groups; as well as oversight responsibilities for professional and technical staff management, administrative and financial management functions, as well as managing or supervising wildlife biologist, botanist, and rangeland management specialists and experience in overall recreation program management, budget, or human resource functions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements before the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: Work is divided between the office and the field. Office work for the most part is sedentary; however during field tours and work reviews, the incumbent must drive two-wheel and four-wheel drive vehicles, handle and canoe, outboard motorboat, as well as be able to walk some distances cross-country. Incumbent may be required to perform duties that require recurring bending, crouching, stooping, reaching, or lifting. Work may also include lifting or moderately heavy items, such as equipment and samples, Incumbent may be required to operate heavy equipment, including mowers and tractors, to accomplish restoration and maintenance work. Work Environment: Work is preformed in the office and outdoors on the preserve. Outdoor exposure involves some discomfort in extremes of temperature or inclement weather. The incumbent may be subjected to hostile wildlife, chemicals, and physical hazards.

Education

Basic Education Requirement: This position has a basic education requirement which requires you to have a degree in biological science that includes:

  • At least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; AND
  • At least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (Excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); AND
  • At least 9 semester hours in botany or the related plant sciences;
OR
  • A combination of education and experience -- equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown above, plus appropriate experience or additional education.
