Duties

SUMMARY OF DUTIES:  Serves as the Clinical Program Manager to independently oversee professional counseling staff and the day-to-day operations of an ongoing Substance Abuse Counseling Center/ Consolidated Substance Abuse Counseling Center designed to treat alcohol and drug abuse related problems including co-occurring disorders of active duty military, their dependents, retirees, and others as authorized by DoD policy.   Screens, interviews and refers, if necessary, special problem cases to the SACC/CSACC Director if patient is beyond the professional capacity of the counseling staff.  As needed, performs psychosocial evaluations, and analyzes clinical assessments.  Provides clinical supervision to counseling staff supervises and monitors treatment accomplished by counselors. Develops Professional Improvement/Quality Assurance by implementing or maintaining quality assurance processes.  Makes improvements, solves problems or takes corrective action when problems arise.  Oversees clinical assessments of patients and assigns the applicable diagnosis. Conducts individual, group and/or family therapy with Marine and family that present for care with co-occurring disorders and/or substance abuse disorders.

Qualifications

MINIMUM QUALIFICATIONS: A master's degree in social work (MSW), Counseling, Mental Health, or other behavior health field from an accredited program and a state license at the licensed independent practitioner level, which meets the criteria established by USMC for licensed independent provider status. The specific disciplines are: Clinical Psychologist, Ph.D.; Clinical Social Worker, MSW, Ph.D., or DSW; Counseling Psychology, MS, MA or M.Ed.; and Marriage & Family Therapist, Ph.D. M.A, or M.S.  Licensed independent practitioners are subject to credentials review by the USMC credentialing board. They shall be credentialed by the designated credentialing authority before providing care independently.A minimum of two years post-licensure professional experience in substance abuse/addiction services or two years post-licensure professional experience in mental health counseling with a focus on co-occurring disorders with individuals and families; and a minimum of two years of post-graduate experience as a supervisor of professional clinical providers; certified substance abuse counselor (Alcohol and Drug Counselor II or state equivalent)ORA minimum of three years post-licensure professional experience in substance abuse/addiction services and a minimum of two years of post-graduate experience as a supervisor of professional clinical providers; Must achieve certified substance abuse counselor (Alcohol and Drug Counselor II or state equivalent) within 36 months from date of hire.Full professional knowledge of standard and accepted theories, methods, principles, practices, and techniques of clinical supervision, as well as of individual, marital, family, and group counseling.  Additionally, the incumbent must possess the knowledge, skills and abilities Diagnostic and Statistical Manual of Mental Disorders (DSM-IV-TR) criteria and the American Society of Addiction Medicine's Patient Placement Criteria (ASAM-PPC).  Ability to discern clients' presenting problems and subsequently develop reliable and accurate treatment plans which include the counseling skill and abilities to help clients reach treatment goals.  Ability to work well with civilian and military peers, subordinates, and superiors; act as part of a multi-disciplinary team, and facilitate a coordinated community response to substance abuse treatment and interventions.  Knowledge of function and location of organizational components of is highly preferred.  Mature professional judgment, allowing the flexible use of a wide variety of supervision, counseling, and training skills.  Knowledge of assessment techniques for determining clinicians' skill levels and professional development needs, as well as determining the needs of clients.  Ability to discern individual clinicians¿ training and programmatic professional development needs; and have the ability to develop reliable and accurate plans to meet these needs.  Knowledge of group dynamics and interactions in order to work effectively with counseling and supervision groups.  Knowledge of communication and training skills necessary for individual supervision, programmatic training, and community-based educational workshops.  Ability to complete written documentation of supervisees' progress, client case histories, treatment plans, etc. Ability to provide verbal and written interpretations of events in a credible and professional manner during legal, medical, or military actions.  Knowledge of administrative procedures in order to fulfill record keeping responsibilities, contribute to program planning, and increase the efficiency and effectiveness of the clinical and educational programs.This activity is a Drug-free workplace.  The use of illegal drugs by NAF employees, whether on or off duty, cannot and will not be tolerated.  Federal employees have a right to a safe and secure workplace, and Marines, Sailors, and their family members have a right to a reliable and productive Federal workforce.This position is designated as a Position of Trust, and the incumbent must be eligible for a background check.  Appointment and continued employment is subject to a favorable National Agency Check (NACI) Background Security Investigation.
