This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. The duties of the Medical Technologist, Technical Specialist - COR (Contracting Office Representative)/Assistant LIM (Laboratory Information Manager)
Supervisory:
Assists in development and recommends new policies and procedures regarding the installation and use of the laboratory information system (LIS) or the hospital information management system (HIMs), the microbiology interface expansion project.
Assist with the implementation of CERNER computerized charting program.
Assists with Implementation and maintenance of coding and mapping for laboratory test ordering, reporting, billing, and workload recording systems.
Performs interface validations for instrumentation and Vista Blood Establishment Computer Software (VBECS) for blood bank software updates.
Analyzes emerging trends, software, and technology and adopts appropriate methods for local programs to meet agency goals.
Advise all organizational levels on various aspects of the functions and capabilities of the information system.
Maintain competency to assist the key operator for P&LMS Document Control System, Medial Lab, and Viewpoint temperature monitoring system.
Ensures laboratory contracts are established, monitored, documented, funded, and audited in accordance with the FAR, VISN 16 and local policies.

Acts as Contracting Officer's Representative for Laboratory Service contracts.
Assists Supervisors to identify needs for all technical/instrumentation requirements; creates statement of work, sole source justification, independent government estimates, performs market research, requests funding documents according to policy and budget constraints.
Ensures contract quality assurance and serves as primary PLMS representative for acquisition debriefing conferences as requested by VISN 16 Contracting Office.
Ensures that laboratory policy and procedures are consistent with accrediting agencies standards and requirements as they relate to contracting.
Ensures staff awareness of how to request and order supplies and services required for normal operations of the laboratory. Serves as primary purchase card holder.
Documents/uploads laboratory contracting requirements as prescribed by VISN 16 Contracting Office. Maintains quality documentation for all contracts on shared drive for use by laboratory management officials.
Represents laboratory on appropriate medical center committees, ECHCS Equipment Committee; chairs laboratory contracting meetings VISN 16 contract conference calls; and interacts with other medical center staff, such as VISN 16 Contracting, Fiscal Service and Logistics staff.
Performs administrative work concerned with analyzing, developing, evaluating, or promoting improvements in the procurement process to maximize efficient operations for supply and services procurement. Assists the Laboratory Manager with the preparation of the Laboratory Management Inventory Program.
Prepares and analyzes quality reports on contract status. Incumbent is responsible for management reports such as contractual evaluations, funding documents, option year renewals, sole source documentation dependent government cost estimates (ICGE), required reports to VISN 16 Contract Officers as requested and impending contract requirements. Advises the Supervisors and Laboratory Manager of these issues as needed.
Communicates effectively and courteously while working as a healthcare team member. Provides excellent service as defined by the customer (healthcare provider patients, and others). Gives direction and guidance using underlying principles of laboratory testing and contractual policies.
Assists Laboratory Manager with billing.
Performs EIL equipment inventory.
Serves as the P&LMS point of contact and super-user for the temperature monitoring system.
Archives and retrieves laboratory documents
Updates SOPs in the Media Lab system
Assists with all aspects of document control and the Media Lab system

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
Education and/or Experience Combination:
A bachelor's degree or higher from an accredited college or university in medical laboratory science, medical technology, clinical laboratory science or in a related science (e.g., laboratory sciences such as chemistry, biochemistry, biology, microbiology, immunology, etc.). AND completion of a medical technology clinical practice program. Clinical practice programs completed after 1974 must have been accredited by the National Accrediting Agency for Clinical Laboratory Sciences (NAACLS), Commission on Accreditation of Allied Health Education Programs (CAAHEP, formerly CAHEA), or the Accrediting Bureau of Health Education Schools (ABHES). The professional curriculum may have consisted of a post-baccalaureate certificate program or be integrated into a four year program of study that culminated in a baccalaureate degree. OR
A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics, AND two years of post-certification clinical laboratory experience (e.g., blood banking, chemistry, hematology, microbiology, immunology, clinical microscopy, etc.) within the last ten years as a certified Medical Laboratory Technician by the American Society for Clinical Pathology Board of Certification (ASCP-BOC), American Society of Clinical Pathology Board of Registry (ASCP-BOR) or American Medical Technologists (AMT). This experience must include performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory. OR
A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics, AND five years of clinical laboratory experience within the last ten years performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology, immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory.
Foreign Graduates: Graduates of foreign baccalaureate degree programs meet the educational and/or experience requirements if the degree is found to be equivalent to degree programs recognized by the NAACLS or clinical laboratory experience as described above. This finding may be based on either of the following: (1) A letter from a college or university with a baccalaureate program recognized by the NAACLS stating that the individual's foreign degree has been evaluated and been found to be equivalent to its bachelor of medical technology degree. (2) A letter from ASCP-BOC or AMT stating that the individual is eligible for the certification examination.
Certification: Candidates must currently possess the appropriate certification as a MT, MLS, or CLS given by the ASCP-BOC, ASCP-BOR, or AMT.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: Medical Technologist, Technical Specialist , GS-11
Experience: Must have 1 year of creditable experience equivalent to the full performance level (GS-09), which is directly related to the position to be filled. OR
Education: Must have 3 full years of progressively higher-level graduate education or a Ph.D. or equivalent doctoral degree in medical technology or a directly related field.
In addition to the experience or education above, the candidate must demonstrate the following Knowledge, Skills and Abilities (KSAs):
a. Advanced knowledge and understanding of concepts, principles, methodology of medical laboratory technology, regulatory and accrediting agency requirements, medicolegal requirements and pertinent statistics sufficient to perform complex diagnostic tests.
b. Skill to apply new scientific/technical developments and theories to laboratory testing.
c. Advanced knowledge of instructional techniques to instruct newly hired technologists and clinical pathology residents in proper performance of tests and applications of the laboratory procedures.
d. Ability to develop procedures for new tests and modify existing procedures and methods in order to resolve problems relative to complex and difficult situations.
e. Advanced knowledge of a particular discipline or function with wide latitude for exercising sound independent judgment.
Preferred Experience: ASCP board certified medical technologist with at least 5 years of experience in a clinical laboratory setting;
1 year of contracting experience with COR 1 certification; Preferred experience with the Electronic Contract Management System (eCMS) Forecast of Opportunities and Requirements Center for Excellence (FORCE) system and Invoice Payment Processing System (IPPS);Preferred experience with VHSO laboratory computer programs. i.e., VistA, VA Computerized Patient Records System (CPRS), Data Innovations, etc.
