The primary purpose of this position is to serve as the program manager for all intra-service, inter-service and intragovernmental support agreements and serve as project manager for the Acquisition & Cross-Servicing Agreement (ACSA) Program for all of Joint Base Charleston (JB CHS).
Duties
Plans, organizes and oversees the 628 Air Base Wing (ABW) and 437 AW support agreement programs.
Prepare and deliver oral presentations such as military format briefings.
Administers Agreement. Maintains a record of active agreements, ensuring their continued accuracy, and facilitating agreement on modifications and terminations when appropriate.
Serves as Project Manager for the Acquisition Cross Service Agreement (ACSA) Program.
Provides Financial Data and Analysis. Ensures agreements are tailored to accommodate appropriation reimbursement principles.

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Miscellaneous Administration and Program Series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of concepts, principles, and practices relating to financial, manpower and management information systems and ability to organize and lead study teams; Knowledge of the organizational and functional responsibilities and operations of a military installation, common budgetary practices, procedures, regulations, precedents and guidelines. Knowledge of safety and security regulations, practices, and procedures and ability to research, analyze, interpret, and apply rules, regulations, and procedures.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of concepts, principles, and practices relating to financial, manpower and management information systems and ability to organize and lead study teams.
Knowledge of the organizational and functional responsibilities and operations of a military installation, common budgetary practices, procedures, regulations, precedents and guidelines.
Knowledge of safety and security regulations, practices, and procedures and ability to research, analyze, interpret, and apply rules, regulations, and procedures.
Ability and knowledge and skill in decision-making process, military writing, briefing preparation and execution, public speaking, written communication, meeting facilitation, exercising initiative, and professional interpersonal relations and ability to recognize and analyze problems, conduct research, interpret, summarize results, and make appropriate recommendations, skill in fact-finding, conducting research, problem analysis, problem resolutions, and development of concrete action plans to solve problems. Knowledge of qualitative and quantitative analytical techniques for analyzing and measuring the effectiveness, efficiency and productivity of JB CHS support programs.
Ability to maintain good working relations and ability to advise others, meet with customers, using a high degree of tact, courtesy, and diplomacy with knowledge of support relationships and reimbursement policies and procedures.
Ability to plan and execute complex, multifaceted projects and to plan and organize support agreement management functions at the installation level and ability to develop and utilize appropriate data collection techniques. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as agreements, briefings, memorandums, reports, and spreadsheets. A qualified typist is not required.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
