This position is administratively located within the Office of Women's Health (OWH), VHA Central Office under the Under Secretary for Health office. The OWH health education specialist manages training project teams and conducts analysis, design, development, implementation, and evaluation for a variety of educational products to accomplish results-oriented outcomes that promote the values and goals of the department.

Duties

The incumbent performs the following major duties and responsibilities: Plans, promotes, and develops educational design strategies for education and training projects by managing effective teams and providing clear direction on interpretation and implementation of the design. Establishes, confirms, and manages trainings that include all stakeholders, subject matter experts (SME), ILEAD consultants and others as required for each project. Designs and continuously improves education and training projects in VHA by analyzing audience needs, departmental needs, and budget availability. Provides advice to leadership and direction in implementing OWH national education and training projects of varying scope, size and complexity. Retains responsibility for projects that include coordination with other OWH divisions. Prepares and maintains all project and fiscal documentation, which may include budget requests, shared training agreements, project/training plans, and memoranda of agreement (MOA) and memoranda of understanding (MOU). Develops evaluation plan with data collection instruments to be used in evaluation of completed training. Develops learning modules, courses, products and webinar materials. Creates and populates storyboards and validates storyboard content. Conducts final review with SME and remediates any issues. Develops and distributes course announcements/communications. Analyzes data from participant evaluations. Coordinates with client/stakeholders to identify specific areas that need improvement and makes corresponding recommendations. Conducts and analyzes summative evaluations as required. Provides expertise, consultation, and guidance to OWH teams and women's health field leaders in assigned project areas. Develops and applies new project methods, approaches, and technologies, and/or extends, revises, and adapts existing methodology to new and unusual situations. Fulfills duties as the contracting officer's representative (COR) or responsible for development of contracting documentation and validating the contractor's deliverables for acceptance. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/17/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You will qualify based on your experience and/ possession of the Individual Occupational Requirements for series 1075 education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Operational knowledge of instructional methods, instructional systems design, educational testing and measurement, and evaluation of educational programs Working knowledge and skill in applying educational theories, principles, techniques, and concepts in the analysis, design, development, implementation and evaluation of staff and faculty development courses and programs and experience in planning educational programs to include long-term planning, development of goals and objectives in support of a broad mission, development and implementation of policies and programs to achieve objectives, and evaluation of program effectiveness. And Individual Occupational Requirement: In order to meet the basic requirement of the Health System Administration, 1750 Occupational series, you must possess: Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. Administration and Management: Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. Project Management: Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. Contract Administration: Knowledge and application of contract administration principles and practices sufficient to monitor contractor performance and compliance with all terms and conditions of the contract and deliverables; resolves discrepancies; performs contract closeout functions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
