This position is part of XPub Department in Plant Operations, Government Publishing Office in Washington, District of Columbia.

Duties

Knowledge of relevant mathematical and statistical sciences. Work with users and special interest groups to develop accurate plans, resources estimates and timeframes for the various tasks. Reports on development activity to the manager of the XPub Department. Effectively engage with others, both within and outside the agency. Review the security of the XPub system and its ability to safely store sensitive and confidential information in the content drafting stage.

  • TIME-IN-GRADE REQUIREMENTS: Applicants must meet time-in-grade requirements to be considered eligible. Applicants must have served 1 year at the next lower grade level or equivalent grade level of federal service to qualify
  • Selectee must pass a drug test prior to appointment.
  • U.S. Citizenship is Required.
  • Males born after 12/03/59 must be registered for Selective Service.
  • Selectee must pass a background check prior to appointment.

Qualifications

To qualify for the Supervisory Computer Scientist, PG - 1550 - 15 , you must meet the following requirements: For 1550 series positions, individuals must demonstrate they have experience which primarily involves the application of, or research into, computer science methods and techniques to store, manipulate, transform or present information by means of computer systems. The primary requirements of the work are (a) professional competence in applying the theoretical foundations of computer science, including computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations; (b) specialized knowledge of the design characteristics, limitations, and potential applications of systems having the ability to transform information, and of broad areas of applications of computing which have common structures, processes, and techniques; and (c) knowledge of relevant mathematical and statistical sciences. Experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations to outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. Must also possess 52 weeks of the following specialized experience at the next lower grade level- PG-14 or higher to qualify for the Supervisory Computer Scientist position in federal government service. Specialized experience includes: Manage contract software developers and a team of GPO employees to ensure the success of the XPub suite of enterprise applications used by the GPO, Congressional and agency customers. Coordinate decision-making authority regarding DevSecOps, continuous integration, and continuous delivery. Responsible for ensuring that software development teams adhere to security by design development practices. Liaison between Plant Operations and the broader IT department. Advises business units in Plant Operations on IT-related projects follow GPOs IT security, architectural, and operation policies, contrarians, and guidelines. Manage the documenting and collaborating of GPO Networking engineers, IT Security Personnel, VMWare administrators, and infrastructure teams for the creation of documentation, and executing processes and procedures for application and data recovery, and business continuity. Facilitate, document and maintain records on all software licensing, application update cycles, and software installation process for Plant Eng.'s users. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement (11/24/2023) to be considered.
