The Lead Medical Technician works in the processing and blood drawing sections of the Pathology and Laboratory Medicine Service (P&LMS) in directing the operations of Medical Technicians and student health professional trainees.

Duties

Duties include, but are not limited to: Responsible for directing and monitoring the overall workflow of the specimen processing areas to assure that the work is done in the most efficient manner to minimize turnaround time for laboratory tests Answering queries from physicians, nurses and other hospital staff regarding test requirements, processing instructions, test order status Routing call to the proper section of the lab Working with the Supervisory Medical Technician, Ancillary Testing Coordinator, and/or Laboratory Supervisor to update specimen requirement guides Coordinating all training of Medical Technicians who work in the processing sections and drawing areas. Including: lab safety, data entry for all VA patients, and specimen processing and shipping Maintaining liaison with reference laboratories and ensuring all references tests are collected, processed and shipped correctly Ensuring receipt of reference lab test results and entry of reference lab results by qualified personnel Resolving all problems and discrepancies concerning patient or specimen identification, lost or improperly drawn specimens, and taking appropriate action to resolve the problem (i.e. redraw the specimen, notify the physician, complete a lab incident report form, etc.) Preparing and adding necessary preservatives to reference laboratory specimens Using VISTA and CPRS to query patient demographics, laboratory test requests, test order status and test descriptions Using the computer to order, delete or amend laboratory tests, build collection lists, print collection lists and labels, and log in collections of specimens Assisting the Supervisory Medical Technician and/or Laboratory Supervisor in the interviewing and selection of personnel for vacant positions within the Processing and Blood Drawing Sections of the Laboratory Keeping updated on test methodologies used in the clinical laboratory and is familiar with the different type of instrumentation used In the performance of official duties, the employee has regular access to printed and electronic files containing sensitive data which must be protected under the provisions of the Privacy Act of 1974 and other applicable laws, federal regulations, Department of Veterans Affairs statutes and unauthorized release or from loss, alteration, or unauthorized deletion, and following applicable regulations and instructions regarding access to computerized files, release of access codes, etc., as set out In an automated Information system security access agreement which the employee signs Leading at least three or more employees in accomplishing work and the mission of the department Work Schedule: Monday - Friday, 9:00am - 5:30pm, nights, weekends and holidays may be required to meet the needs of the Service. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/20/2023. Individual Occupational Requirement Specialized ExperienceFor positions at GS-4 and above: (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled. OR Education and Training For GS-5: Successful completion of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in subjects appropriate to the position to be filled. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing supervisory, technical, and clerical duties in the Phlebotomy/Processing area of the Clinical Laboratory; maintaining current knowledge and keeping all employees informed about policies, procedures, safety practices, and goals as they relate to management to assure supervisor's instructions are carried out; resolving simple formal complaints of employees; ensuring equal treatment of employees and promoting policies and provisions pertaining to personnel programs, equal employment opportunity programs, and employee management relations; receiving and interpreting laboratory request slips; reviewing request slips for required information; determining the fitness of the patient for tests requested by the provider such as fasting state, liquid state, medication and dietary instruction and functioning as the expert phlebotomist for the most difficult cases in the drawing room, on the wards, and other areas of the hospital. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a four-year course of study above high school leading to a bachelor's degree with courses related to the occupation (chemistry, hematology, blood banking and microbiology (including serology), etc. (TRANSCRIPT REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education as described above. You will be rated on the following Competencies for this position: Managing Human Resources Quality assurance Teaches others Technical Competence Specimen Collection Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires physical exertion, such as regular and recurring walking or bending, lifting, and standing for long periods of time. In many situations the duration of activity (such as most of the workday) contributes to the arduous nature of the job. In other situations, such as in a laboratory, there may be special requirements for agility or dexterity such as exceptional hand/eye coordination.
