The Support Services Specialist serves in the Facilities Management at the VA CT Healthcare System. The incumbent is responsible for directing, assisting, and instructing all facility employees on the use of government vehicles both GSA leased and VA owned and the credit cards attached to each vehicle.

Duties

The Major Duties of the Support Services Specialist are, but not limited to: Evaluates and provides input for efficient utilization of space to include floor plans and design, ensuring proper cubicle design and required infrastructure. Responsible for overseeing the safe operation and maintenance (through demonstration) of government credit cards, trucks, cars, buses and other equipment in the fleet. Responsible for ensuring that proper maintenance records are kept on all vehicles and pieces of equipment owned and leased by VACT Healthcare System. Incumbent is responsible for the submission of monthly, quarterly, and annual cost and estimated cost reports on vehicles. Including but not limited to CARS; FAST; CARF, etc. Incumbent sets specifications and orders new replacement equipment for all VA vehicles and works closely with GSA on leased vehicles. Manages and operates a complex fleet of motor vehicles ranging from subcompact sedans and station wagons to heavy trucks, buses, para-transit vehicles, and special purpose vehicles. He/she develops detailed programs for the service, storage and maintenance of the equipment and its usage. Incumbent also directs motor vehicle services and related support to all VA CT Healthcare System employees. The activities are varied, sensitive, and complex. He/she plans, directs and administers the complete maintenance program for a variety of standard and special purpose vehicles. He/she arranges for type and quantity of required vehicles. The incumbent administers all GSA contracts, ensuring adherence to all terms for the Fleet. Enters into service agreements for maintenance, fuel and related services with other Federal agencies when cost and other considerations indicate a benefit to the Government will result. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/27/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Your experience and/or education must meet the description below qualify : Specialized Experience: One year of specialized experience equivalent to at least the next lower level of GS-7 in the normal line of progression that demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications. Examples of qualifying specialized experience include: Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures. Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization. Office management experience that included responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc. Secretarial work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient operation of an organization. Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc. OR, Education: Major study -- public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled. For some positions in this series graduate education may not provide the knowledge and skills needed to perform the duties of the position. Specialized experience may be required for such positions. One full academic year of graduate-level education is creditable for GS-7; 2 years or a master's or equivalent graduate degree is creditable for GS-9; OR, Combination: Applicants may also combine education and experience to qualify at this level. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is sedentary; however, it also involves walking, standing, bending and carrying of items including books, supplies and parts and driving motor vehicles.
