This position is located at the Kayenta Service Unit (KSU), Division of Quality Management, Kayenta, Arizona. KSU consists of Kayenta Health Center, Inscription House Health Center and Dennehotso Health Station. The purpose of this position is to implement a comprehensive environmental control, occupational health, safety, and security program to provide protection for patients, staff and visitors within Service Unit's healthcare facilities.

Duties

The incumbent: Plans, implements, directs, evaluates, modifies and manages a comprehensive multi-faceted hospital and outpatient healthcare facility environmental control and occupational safety and health program designed to furnish quality health care to patients and to protect health care providers and visitors from harm at the hospital, ambulatory health centers, assists the supervisor and other unit supervisors in continuous accreditation readiness. Develops and manages a comprehensive safety management and industrial hygiene program for employees, patients and visitors. Directs the hazardous materials and waste management program, and direction and guidance for infectious and other special wastes management. Conducts the hazardous materials and wastes management program, including the Hazard Communications and Chemical Laboratory Hygiene Programs in compliance with local, state and federal regulations. Conducts a safety management and industrial hygiene program for employees, patients and visitors within the healthcare facilities. Work Planning - Formulates, prepares and implements overall administrative programs and plans to satisfy varying requirements, priorities and objectives. Determines staff and resources needed and makes adjustments among subordinates. Establishes and approves work schedules and determines individual/group assignments. Estimates or justifies resources to accomplish recommended plans to higher level management for approval. Collaborates with the other departmental leadership to negotiate, decide on, and or to coordinate working relationships. Advises supervisor on issues existing between the assigned unit and other hospital departments and recommends corrective action. Develops performance improvement projects to increase the abilities and services of the unit. Completes weekly, monthly, quarterly and annual reports. Provides performance related data to multiple committees, Quality Management, Executive Committee, and the governing board. Reviews data from the different departments and provides feedback and education to enhance departmental knowledge related to internal and external audits for adherence to governmental and accreditation agency standards.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Individual Occupational Requirements: Education: Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. -OR- Certificates: Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5. Applicants may also qualify for higher grade levels based on their education and/or experience. In addition to the Individual Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS:GS-12: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
