The primary purpose of this position is to serve as the lead budget analyst for USSTRATCOM/J5 performing a variety of budget functions involving the formulation, execution and/or analysis of budget and economic and cost analysis studies for complex programs and support activities. This is a developmental position with known promotion potential to the target: GS-0560-12.

Duties

Performs complex budget formulation work involving preparation of detailed analysis of annual and/or multi-year budget estimates for assigned weapons systems and support programs for USSTRATCOM/J5. Perform complex budget execution and administration work involving the monitoring of obligations incurred and thew actual expenditures of a budget with different sources and types of funding, such as direct, annual, multi-year and no-year appropriations; appointments; allotments; transfer of funds from other agencies; revenue from industrially funded operations; and refunds. Provide advice, assistance, and guidance on budgeting and related information. Leads and/or performs specialized, individual economic analyses and impact studies in support of a variety of budget programs Uses automated budgetary system(s) and computer-generated products in accomplishing budget assignments.

  • The Incumbent must be able to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance as a condition of employment.
  • Overtime may be required of this position.
  • This position is designated by the Air Force as a testing designated position under the civilian drug testing program. It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication.
  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F- Financial Management, Section 1599d. Incumbent shall comply with this certification program.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: For the GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes detailed knowledge of policies, precedents, goals, objectives, regulations of DOD, USSTRATCOM, and AF which apply to assigned organizations ad programs; sources, type and methods of funding for assigned organizations and programs. (e.g. direct annual, multi-year, and no year appropriations, apportionments, allotments; transfer of funds from other agencies; revenue from industrially funded operations; and /or refunds); and budgetary and financial relationships between assigned budget (s) and budgets and programs of other agency components and organizations. OR EDUCATION: successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Financial Management or Accounting. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of multiple budgetary methods, practices, procedures, regulations, policies and processes to formulate, justify and execute an assigned budget in support of the mission, structure, goals, work processes, and programs assigned to the organization. Knowledge of the mission, functions, goals, objectives, work processes and sources of funding pertinent too complex systems and support programs. Skills in the application of analytical methods and techniques, mathematical and statistical analysis, and various cost estimating techniques to analyze and evaluate the effects of changes in program plans and funding as conduct economic and cost studies/analyses. Skills developing and implementing guidance that considers various disciplines such as program managers, and functional experts for purpose of meeting program objectives. Ability to communicate effectively, both verbally and in writing, clearly, concisely and with technical accuracy sufficient to negotiate complex and/or sensitive issues; and maintain good work relations. Ability to manage several projects simultaneously, ability to plan, organize, direct, and lead the functions of a small group an/or study team tasked to originate new ideas, projects, and methodologies. For the GS-12: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of concepts, principles, and practices of a professional or administrative occupation, such as would be gained through extended study or experience, and skill in applying this knowledge to difficult and complex work assignments. In addition to having the knowledge of the principles, concepts, and theories of the classified title, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of basic principles of the classified titled or related field. Skill in communicating factual and procedural information clearly, orally and in writing. Ability to learn basic techniques of the classified title. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Ability to plan and organize work, and consult effectively with co-workers. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
