This position is located on REGION 6 MT. HOOD NATIONAL FOREST SANDY CLACKAMAS OR. The incumbent serves as an Engineering Technician (Civil) performing a wide range of drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Duties

Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. Perform engineering work on bridges, pavements, drainage structures. Develop design details and specifications for structures, systems, and/or equipment. Coordinate resource management efforts with federal, state, and/or local government agencies. Duties listed above are at the full performance level of GS-11.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Specialized Experience Requirement: Definition: GS-11: One year of specialized experience equivalent the GS-10 level in federal service defined as one or more of the following: Coordinated with other resource area personnel to assess road maintenance requirements and needs; provided technical engineering expertise to manage road and bridge system including transportation operations and deferred maintenance improvements; prepared conventional designs and specifications for various engineering projects or systems; administered construction and maintenance contracts to insure compliance with the terms and conditions of the contract. OR Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M.,(coursework must be directly related to the position being filled such as civil engineering or transportation engineering). OR A combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester/54 quarter hours leading to a Ph.D.). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
