The primary purpose of this position is to serve as the Air and Space Operations Center's senior electronic warfare (EW) planner, applying Air Force rated aviator experience to accomplish and manage the development and implementation of specific 13th Air Force (13AF) EW plans.

Duties

Provides guidance, assistance and training to PACAF, 13 AF, and unit-level planners and their staffs regarding application of airborne EW capabilities and associated tactics, techniques and procedures. Reviews and revises appropriate plan annexes detailing airborne EW contribution to the plan and outlining strategy-to-task objectives and measures. Coordinates planning of multiple divisions to ensure effective integration of EW airborne collection assets (intelligence, surveillance, and reconnaissance (ISR)/EW support) with airborne electronic attack (EA) assets to meet Commanders' guidance and objectives. Provides informational communications regarding US, Coalition, and adversary EW for training sessions, consultations, planning and strategy sessions, and other staff functions. Develops and prepares presentations using charts, graphs, and slide show programs for conferences, video-teleconferencing, multi-service collaboration networks, and table-top forums. Develops, prepares and reviews a variety of correspondence and documentation, such as formal letters, position papers, reports, staff studies, bullet background papers, Air Force Instructions, tactics instructions, etc. Serves as a principal EW subject matter expert for 13AF. Maintains expert-level knowledge of US and Coalition airborne EW weapon systems, capabilities, force structure, and tactics. Maintains above-average knowledge of adversary EW and air defense systems, capabilities, tactics, and command and control structure. Reads, reviews, studies, technical, industry, and intelligence products; and attends conferences and education opportunities to build and preserve this expertise. Manages SRDs EW section TDY costs and schedules; conducts and manages EW training.

  • Performance of job requires periodic extended duty hours of operations and shift reporting and on call status
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Work requires extensive time viewing a computer monitor and using mouse controls.
  • Work area is a confined vaulted office area with no exposure to the outside.
  • Temporary Duties and other local assignments require conference attendance, workshops, operational exercises, and may require work outside the traditional office setting.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes working knowledge of joint/coalition military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions. Skill in written and verbal communication with technical accuracy, ability to plan, organize and develop studies to effectively communicate with higher level senior planning specialists. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to communicate effectively both orally and in writing. 2. Knowledge of operational and contingency plans associated with the Pacific AOR. Knowledge of AOC processes with specific emphasis on EW capabilities, planning, integration, and assessment. 3. Ability to convene and coordinate a Joint EWCC and manage the associated personnel. Ability to coordinate/plan EW in major theater operations plans and contingency plans while advising leadership on actions for command and control of EW assets within the JFACC's AOR. 4. Skill leading a team of specialists, coordinating their activities and determining the nature and acceptability of the final product. 5. Skill representing AOC's Information Operations Team Chief, Strategy Division Chief, or AOC Commander on EW issues at meetings and conferences. Ability to work in fast-paced, dynamic environment with senior officers and foreign nation representatives. Ability to conduct research, problem solve, determine and apply corrective actions to trouble items and issues. 6. Knowledge of security classification guidance for specific plans, programs, and assets. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. This is a Testing Designated Position (TDP). The employee is subject to random drug testing. The incumbent is subject to pre-employment drug testing and participation in random drug testing as a condition of employment in accordance with AFM 44-198, Air Force Civilian Drug Demand Reduction Program.
