THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a POWERED SUPPORT SYSTEMS MECHANIC, Position Description Number T5906800 and is part of the PA 201st RED HORSE Squadron, National Guard. 1 or more Position(s) may be hired against this Announcement. INDEFINITE Position may lead to permanent assignment without further advertisement.

Duties

As a POWERED SUPPORT SYSTEMS MECHANIC, WG-5378-10, you will be responsible for Aircraft Arresting Systems: Perform daily, weekly, and monthly inspections, and off-equipment maintenance, on aircraft arresting systems. Accomplishes gasoline engine rebuilding to include removal and replacement of clutches, carburetors, starters, distributors, fuel pumps, springs and other integral parts. Replace nylon tapes and steel wound cables due to wear, time change, or excessive aircraft engagement as directed by technical orders. Coordinate all aircraft arresting systems duties which requires access to active runways with FAA, Air Traffic Control Facility Manager, Flight Safety Officer and Airport Manager. Schedule and coordinate exercises to practice rewind procedures and operations and annual certification engagements. Maintain records for documentation of preventive maintenance, repairs, tape and cable life, and all aircraft engagements. Establish and control "Special Level" and bench stock, spare parts, and supplies to expedite the repair and maintenance of aircraft arresting systems. Electrical Power Production Systems: Install, repair, maintain, and modify electrical power production equipment. Maintain and repair electrical generating equipment. Inspect electrical power production equipment. Advise on technical problems of installation and repair of electrical power production equipment. On weekend duty, supervise electrical power production personnel. Operate standby units during commercial power failures and performs operational checks, inspections, services, and makes emergency repairs of standby units in the field to ensure uninterrupted power services to facilities during power outages. Instruct other base activities in procedures for operating power generators during emergencies. Assist electrician and power line personnel in the various phases of installation, trouble shooting and repair. Subject to emergency calls as required during nonduty hours.

Qualifications

APPOINTMENT STATUS: EXCEPTED This is a Title 5 Excepted Service position in the Pennsylvania Air National Guard. AREA OF CONSIDERATION: Bargaining Position AOC A: NG Employees working at the location specified. AOC B: NG Employees of the Pennsylvania National Guard. AOC C: Open to the public. TEMPORARY PROMOTION/REASSIGNMENT: Currently employed permanent technician selected will occupy this position as a Promotion not to exceed or Reassignment as appropriate in their present status. INDEFINITE: Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Supervisor for this position is Lt Corey Bower. Manpower #: 075955134 *NOTE: Accessioning into this position is contingent upon verification of Tier 3 Security Clearance. GENERAL EXPERIENCE: Experience or training which demonstrates the knowledge of mechanical maintenance work; ability to read and use technical manuals, illustrations, diagrams and schematics, and skill in the use of equipment and hand tools used in troubleshooting, testing and repairing equipment. SPECIALIZED EXPERIENCE: Application must indicate 18 months experience or training removing, adjusting, replacing, cleaning, and installing parts, components, and accessories. Experience which provided working knowledge of mechanical, electrical, and hydraulic theory applying to powered support equipment and systems; and skill to replace, fit, install, and make adjustments. Experience which provided working knowledge of the makeup and operation of the various individual systems maintained and their interrelationships. Experience reading and interpreting parts lists, manufactures' repair manuals, diagrams, and electrical schematics. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
