This position is part of the Office of Environmental Management - Carlsbad Field Office, Department of Energy. As a Security Specialist (Nuclear), you will provide oversight of Waste Isolation Pilot Plant (WIPP) contractor performance of security operations, including planning, implementation, and administration of the WIPP security program.

- Analyze policy and regulatory issues and provides advice on their impact on information classification, declassification, and Controlled Unclassified Information (CUI) programs.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
- A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
- This position has been designated as Critical-Sensitive and requires a security clearance at the Qlevel. The incumbent is required to obtain and maintain this clearance level; failure to do so may result in separation from federal service.
- Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.
- This position is not included in a Bargaining Agreement.
- This position is included in the Department of Energy's Technical Qualification Program (TQP).
Qualifications
GS-11: SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-09 level. Specialized experience for this position is defined as meeting ALL of the following:
Participating in the development and update of security policies and procedures for security programs.
Assisting with the review of draft security policies, procedures, and post orders to provide comments/recommended changes.
Tracking assigned security project/program performance over a period of time to assure implementation of corrective actions and identify other areas for improvement.
OR
GS-11: EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-11 level. Specialized experience for this position is defined as meeting 02 of 03 of the following:
Developing, reviewing, and implementing national industrial security programs to protect personnel, facilities, critical company assets, information, and operations.
Identifying and analyzing trends in security violations and other lapses in security to measure organizational effectiveness in achieving security objectives and goals.
Assisting with observing and conducting assessments of contractor facility and security operations and activities to maintain the safeguards and security of workers and the public.
GS-12: EUDUCATION: There is no substitution of education for specialized experience at the GS-12 grade level.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better.
