Duties
This position starts at a salary of $155,700.00 (GS-15, Step 1) to $183,500.00 (GS-15, Step 10) with promotion potential to $183,500 (GS-15 Step 10).
This position is located in the U.S. Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Office of the Commissioner (OC), Office of Policy. The purpose of this position is to serve as the Deputy Director, Policy. The incumbent provides advice and counsel to the Executive Director, Policy, on a variety of highly complex and sensitive issues of critical importance to CBP. Duties of the position may include but are not limited to the following:
Directing the daily process operations of the Office of Policy and overseeing the production and delivery of policy development products, programs, and services.
Providing advice and counsel to the Executive Director, Policy on major policies and programs and utilizing in-depth knowledge and awareness of the agencies vision, strategy, mission goals, and program objectives in order to review policy and program issues.
Consulting with the Executive Director and the Commissioner, as appropriate, as well as with other staff members on a wide range of policy issues and initiating and maintaining contact with other Federal agencies and public officials for the purpose of creating a cordial and mutually advantageous official relationship in matters of interest to the agency.
Assisting the Executive Director in the formulation and development of new agency policies and programs that reflect the emphasis desired by DHS and conform to the directives issued by higher authority.
Supervising all employees in the Office of Policy, and, as such, is responsible for assignment of work, review of work products, evaluation of performance of subordinates.
Qualifications
Experience: You qualify for the GS 15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Providing advice and counsel on major policies and programs;
Assisting in formulating and developing new agency policies and programs
Interpreting and applying policies to develop strategies for use in agency programs;
Reviewing plans for completeness and compliance within established parameters and using discretion, and diplomacy to effectively coordinate and facilitate actions and speak for the senior leadership, including appropriate handling of tasks and politically sensitive activities.

You will receive credit for all qualifying experience, including volunteer experience.
You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 11/17/2023.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
