Explore a new career with the BLM - where our people are our most precious resource. We expect to fill few vacancies. This is a temporary appointment. Appointment to this position will not convey permanent status and will be for a period not-to-exceed 1039 hours in a service year.

Duties

Conducts research, gathers and maintains environmental data relating to mitigation of surface impacts and restoration of surfaces to a productive condition. Verify locations of responsible operator/lessees. Coordinate and participate in inspections to identify sites needing additional work to achieve adequate restoration. Works with senior specialists in coordinating and consulting with local Tribal Councils, State agencies, other Federal agencies, government officials, and special interest groups. Assists in meeting with operators and owners of facilities that could release pollutants and/or hazardous materials into the environment. Conducts related inventories and monitoring activities that support land use plans. Performs follow-up actions to hazardous releases and spills for recovery and mitigation. May work with law enforcement in cases of non-compliance to ensure compliance of liable parties with applicable laws and agreed upon contracts. Uses automation capabilities for workload data tracking and input into required databases.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. GS-05: Three (3) years of progressively responsible general experience, 1 year of which was equivalent to at least a GS-4 in the federal service which demonstrates the ability to: 1. Analyze problems to identify significant factors; 2. Gather pertinent data, and recognize solutions; 3. Plan and organize work; and 4. Communicate effectively; OR completed a 4-year course of study leading to a bachelor`s degree. I will provide a copy of my transcripts upon request; OR have a combination of the education and experience as described above. GS-07: Completed one year of specialized experience at, or equivalent to, the GS-05 level in the Federal service in Environmental Protection Specialist work. At this level, work assignments are diverse, limited in complexity and selected to provide experience & training. Examples of specialized experience include the application of environmental and surface protection requirements such as inspection of surface disturbing activities to ensure compliance with applicable laws, regulations, policy, permits and conditions of approval; OR completed 1 full year of graduate level education; OR graduated from a four year college with Superior Academic Achievement (S.A.A.) See OPM Quals Standard-General Policies E(4)(f); OR a combination of specialized experience as described above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands/Work Environments: Work requires some physical exertion such as bending and walking/hiking in terrain that is rough, rocky, mountainous and densely vegetated that may also be steep, wet and muddy. Required to lift and carry equipment necessary to perform the work of the position, this includes tools, personal protective equipment, food and water for extended periods away from a vehicle. Work while in the office is performed in adequately lighted, ventilated, cooled and heated area. Fieldwork is subject to cuts and bruises, extreme and adverse weather conditions and injuries and discomforts from pests and animals.

Education

Graduate education or an internship meets the specialized experience required above GS-5 only in those instances where it is directly related to the work of the position. One full year of graduate education meets the requirements for GS-7 if it provided the knowledge, skills, and abilities necessary to do the work.
