Duties

Performs as the natural resource specialist for fuels management planning. Participates as a member of the interdisciplinary planning team to assure NEPA compliance on fuels management projects. Provides specialized guidance/advice in the development and planning of prescribed fire, fuels management, and other vegetation treatment programs and policies. Includes Emergency Stabilization and Rehabilitation (ESR) projects following wildfire. Evaluates data and methods for the documentation, analysis, and prediction of the effects of fuels management treatments on other natural resources. Participates in fuels management and fire planning evaluations and after-action reviews. Ensures the implementation of fuel management projects comply with the Conditions of Approval/Mitigating Measures developed in the NEPA process. Assists primary resource advisor for fuels management projects. Provides input to the District/Field Office Team in the assessment of fuels planning; including RMPs, the Fire Management Plan, values at risk, suitability for treatment and more. Employs current scientific theory and practices in fire ecology, fire behavior, and the application of fire science to the management of public lands. Assists with the quantitative and qualitative monitoring and studies to determine if fuels management objectives are being met, and to determine the effectiveness of applied treatments. Assist with implementation and administration of prescribed fire and fuels management activities and treatments to ensure targets are achieved, management objectives are met, and mitigation measures are adequate. Assist in developing implementation specifications to direct agency, partners, and contractor resources. May serve as a Contracting Officer's Representative (COR) and/or Project Inspector on fuels management contracts and may be responsible for the preparation of contract specifications, statements of work, and performance measures. May serve as a local program manager for assistance agreements. Assists with the implementation of fuels treatments and supports wildland fire incidents based upon fire qualifications.

To qualify for the GS-09 grade level: In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: serving on a natural resources based interdisciplinary team in vegetation management or a related field; assisted in developing National Environmental Policy Act (NEPA) documents; assisting with the implementation of fuels treatments; using manual or chemical techniques to control invasive plants; implementing work plans for invasive plant management and native vegetation restoration; and providing guidance to others on technical aspects of work. -OR- Education: Completed 2 years of progressively higher level graduate education leading to a master`s degree or master's or equivalent graduate degree in biological sciences or a directly related field. -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. To qualify for the GS-11 grade level, in addition to meeting the education requirement identified below, applicants must have one year of specialized equivalent to the GS-09 grade which include leading a natural resources based interdisciplinary team in vegetation management or a related field; developing National Environmental Policy Act (NEPA) documents; serving as a Ecologist, Forester, Silviculturist, or similar natural resource professional providing guidance and assistance on a wide variety of vegetation management activities, including hazardous fuels management, reforestation and rangeland restoration efforts, emergency fire response and post-fire rehabilitation techniques, and timber management and sagebrush conservation strategies which optimize the health and long term productivity of forests and rangelands; and managing a program budget. -OR- Education: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree - OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate Doctoral education. Doctoral level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level

Education

This position has a positive education requirement which requires that you meet one of the below requirements for the series Natural Resource Specialist 0401:

1) A degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
2) Combination of education and experience: Courses equivalent to a major, as shown in (1) above, plus appropriate experience or additional education.
