About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US Army Cyber Command ACOFS G3 Fort Meade.
Duties
Serve as the Senior Human Resources Specialist responsible for planning, directing, organizing, and exercising control of the Civilian Personnel Management Division (J14) within the Manpower and Personnel Directorate (J1).
Establish and implements requirements for civilian personnel programs.
Support USCYBERCOM customers by providing authoritative interpretation of governing Federal civilian personnel management regulations and policies.
Provide authoritative information and interpretation as to how civilian personnel management regulations, policies, and standards affect and form parameters for proposed cyber operations strategies, plans, and investments.
Establish, develop, and maintain effective working relationships with senior leadership, representatives from other military services, Department of Defense (DoD) agencies.
Coordinate with manpower and financial management in the development and execution of civilian employment plans and the civilian pay budget and the allocation of manpower resources.
Plan work to be accomplished by employees, developing, and adjusting short-term to long-range (e.g., multiple year) priorities, and preparing schedules for completion of work.
Evaluate work performance, assuring equity of developed performance standards and the technical soundness of work.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
- Drug Testing: This position has been designated as a Testing Designated Position (TDP). Employee must pass initial and periodic random drug testing.
- May be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
- Must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
- Mission Essential Employee. The incumbent may be recalled to duty; may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays; and may be required to work overtime.

To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by (1) Applying functional expertise in civilian personnel management regulations, policies, processes and analytical tools in support of civilian workforce planning and management specific to the cyber workforce; (2) Composing complex correspondence related to the delivery, administration, and legality of human resources functions for high-level Agency officials. (3) Conducting special studies on organizational structure to improve an organization. (4) Leading HR projects, studies and/or collection of data to monitor and prepare reports detailing HR initiatives; (5) Exercising managerial and operational control over a network of human resources specialists and assistants who provide administrative and technical support to managers and staff; (6) Providing guidance on Civilian Human Resources Management policies and flexible alternatives to resolve Human Resource issues.
