These positions are either located in the Maryland district or Virginia district.The primary goals of the lifeguard operation are to prevent drowning within the designated lifeguard area, to provide appropriate medical care to ill and injured visitors and to respond appropriately to incidents outside of the lifeguard area. The position serves as a Surf Lifeguard at one of two protected beach units. The purpose of the position is to provide protection to visitors and to the resources.

Duties

This is an open continuous vacancy announcement. Applicants will be referred periodically throughout the announcement period. The first cut-off date is 11/24/2023 at 11:59 pm The incumbent of this position serves as the lifeguard operation's district supervisor. The employee plans work to be accomplished, sets and adjusts short term priorities and prepares schedules for completion of work assignments. Employee is responsible for directing, coaching, and leading employees on daily district operational activities. Employee selects team leaders for special assignment, produce work schedules, assure compliance with procedures, evaluate employees, approve, and deny leave for employees, assigns work, hears and resolves complaints from staff, referring more serious problems to chief lifeguard. The employee plans work assignments for district staff including special training, in-service training, clean-up projects, data collection, data posting, and weekly and monthly safety checks on equipment. Provides training to subordinates in personal safety, equipment care and use, surf lifeguard skill, EMS, communication systems and reporting procedures. The incumbent recommends reassignment, promotion, or termination of individuals to chief lifeguard. The employee assists the chief lifeguard in the development of performance standards. The incumbent serves as Recreational Assistant (Head Surf Lifeguard) that includes supervising park visitors, regulating visitor activity through enforcement actions and safety directions, signs, and a safety flag system. Performs ocean surf rescues inside and outside the designated lifeguard area. The employee inspects, maintains, repairs, and is responsible for the condition and storage of assigned equipment and ensures that it is ready for immediate use. Stores appropriate equipment properly at the end of the day. Provides appropriate medical care to injured and ill park visitors at the emergency medical responder level or above. The employee coordinates and conducts search and rescue. The employee has a legal duty to act in emergencies within their scope of training. Employee operates off-road vehicles (ATV's) as one of their means of emergency response. Employee monitors and inspects various resources such as beach areas, surf zone areas, berm, beach-face and walkway accesses onto beach. Upon discovery of deficiencies, makes corrections whenever possible. The candidate reports uncorrected deficiencies to appropriate personnel. Employee provides visitor assistance and emergency response anywhere within the park when called upon. Employee provides safety contacts and enforcement actions with the visitor, educating, informing, and directing them on laws, rules, and regulations of the area. Assateague Island's lifeguard operation provides over 7000 visitor safety directions and enforcement actions annually. The employee coordinates, supervises and conducts surf safety presentations for the public. Employee conducts daily assessment of surf zone conditions and weather conditions, collects data, posts data, communicates and interprets information to the public and park staff. Educates and directs visitors on park policies dealing with human / wildlife interaction. Maintains and submits an up-to-date and accurate weekly and monthly inventory of all district lifeguard equipment and first aid supplies. Incumbent is responsible for ensuring that all articles found by lifeguard staff are reported on a Form No. 10-166 (Lost-Found Report), are safeguarded, and turned in to the responsible person in charge as soon as possible. Responsible for statistical records of beach operations for example, daily head lifeguard report, daily stand report and case incident records. Documents all protected beach and first aid incidents on the appropriate forms according to federal and agency guidelines. Responsible for the pre and post season protected beach activities, i.e., assembling and disassembling equipment, performing minor maintenance and repairs on equipment, posting signs, organizing lifeguard office, setting up first aid kits, setting up and equipping lifeguard stands. Employee drives to and from district locations and main headquarters as directed.

Qualifications

All qualifications must be met by the closing date of this announcement-06/28/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. SELECTIVE FACTOR: This position performs Lifeguard Duties on an Ocean, and at least 90 days of experience working as a lead or supervisory lifeguard is required. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position. SELECTIVE FACTOR: This position performs CPR and Basic First Aid, and having CPR and Emergency Response Certification is required. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position. - AND - To qualify for this position at the GS-06 grade level, you must possess the following minimum qualification by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Provide overall supervision for a staff of Recreation Assistants (Lifeguard) that may include subordinate Lead Recreation Assistants (Lifeguard) who are responsible for patrolling and providing lifesaving services to the public at a pool or beach facility, perform the duties and responsibilities of a Recreation Assistant (Lifeguard), that includes patrolling and providing lifesaving services to the public at a pool or beach facility, develop and conduct lifeguard and lifesaving training for a staff of Recreation Assistants (Lifeguard), managing a pool or beach facility that includes a staff of lifeguards. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
