This position serves as the Government Information Specialist for the Privacy, Freedom of Information Act (FOIA) and Records Management Programs at the North Florida/South Georgia Veterans Health System (NF/SGVHS). The incumbent assists in overseeing ongoing activities related to the development, implementation, maintenance of, and adherence to the organization's policies and procedures covering the privacy of, and access to, patient health information.
Duties
The Government Information Specialist assists in overseeing ongoing activities related to the development, implementation, maintenance of, and adherence to the organization's policies and procedures covering the privacy of, and access to, patient health information. Duties include but are not limited to:
Process complaints, investigate allegations, complaints, incidents, and data breaches and recommend appropriate remediation.
Processes complaints and investigates allegations of illegal or improper activities related to the handling or release of privacy protected information.
Enter all privacy complaints, incidents, and privacy breaches into Privacy and Security Event Tracking System (PSETS).
Prepare responses to inquiries from various facility, local, state, and federal sources.
Review Freedom of Information Act (FOIA) requests and enter requests into FOIA Express.
Ensure management and staff follow the Privacy Act and FOIA legislation, Executive Orders, Federal and agency policies and procedures.
Assists with the monitoring of staff compliance with program requirements.
Assists with the auditing of Release of Information for compliance with disclosures.
Utilizes oral and written communications skills in order to explain Privacy/FOIA requirements and procedures to management and staff.
Works closely with the Privacy Officer and Organizational Leadership to manage a compliant facility privacy program.
Participate and develop facility specific, privacy/FOIA training materials and provide training to staff as required.
Participates as Privacy/FOIA representative on committees, teams, and work groups with information security and privacy-related functions and responsibilities.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday 8:00am to 4:30pm
Telework: ADHOC telework may be be approved at the discretion of the supervisor

Physical Requirements: There are no unusual physical demands. The work is primarily performed while sitting although some work may require periods of standing, walking, bending, lifting and carrying of items such as record boxes and bulky files.

GS-07 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

GS-07 Specialized Experience: Do you possess at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Government Information Specialist, GS-07 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the GS-05 level in Federal service to qualify at the GS-07.Examples of specialized experience include:
Prepare required and requested reports and information for submission.
Review Freedom of Information Act (FOIA) requests and enter requests into FOIA Express.
Assists with the auditing of Release of Information for compliance with disclosures.
Prepare responses to inquiries from various facility, local, state, and federal sources.
Assist in the development and monitoring of facility-specific privacy training materials, as needed, and provide training support to facility programs and staff as required.
Works closely with the Privacy Officer and Organizational Leadership to manage a compliant facility privacy program.
Participates on committees, teams, and work groups with information security and privacy-related functions and responsibilities.

GS-07: Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Do you possess 1 full year of graduate level education or superior academic achievement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
OR,
GS-07: Combination of Education and Experience (TRANSCRIPTS REQUIRED): Do you possess Equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Government Information Specialist position, which may be substituted to meet the experience requirements for GS-07 position.
GS-09 Specialized Experience: Do you possess at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Government Information Specialist, GS-09 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the GS-07 level in Federal service to qualify at the GS-09.Examples of specialized experience include:
