The primary purpose of this position is to serve as a Public Affairs Specialist, Social Media Manager in an Air Staff, Field Operating Agency (FOA), Major Command (MAJCOM), or Direct Reporting Unit (DRU) level Public Affairs office. Provide public affairs (PA) advice, technical direction, and support to the organization and/or its field offices. Provides policy and program guidance to subordinate units and administers the activities within a portion of the PA program for the organization.

Duties

Conduct public affairs functions for the organization, ensuring public affairs activities comply with legal and regulatory requirements and meet customer needs. Respond to information requests on assigned programs from the news media, specialized groups, and/or general public; local, state, and federal elected officials; special interest groups, community, and civic organizations. Perform special assignments and participate in special projects and initiatives with responsibility for researching, planning, executing, and/or evaluating complex public affairs operations, programs, and policies which affect a variety of functional areas. Provide counsel to leadership on handling problems and incidents related to unit programs, and to explain substantial issues to generally responsive groups or individuals interested in the agency's programs. Provide advice, guidance, and direction on a wide range of public affairs matters to major command directors; federal elected and appointed officials and their representatives; national and international news media representatives; national-level civic and special interest organizations; business, professional and academia leaders; prominent civic leaders; and the general public.

  • Travel and relocation expenses will not be paid
  • Must be able to obtain and maintain a secret security clearance.
  • This position is subject to provisions of the DoD Priority Placement Program
  • May be required to be on call and/or to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Group Standard for Administrative & Management Position. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to at least the GS-11 level which has equipped me with the knowledge, skill, and ability to successfully perform the duties of Public Affairs Specialist. Specialized experience is experience which may have been gained assisting in developing and presenting informational material to achieve an understanding of various points of view or concepts from the public with varying levels of understanding and different interests and perspectives on subjects; employing a number of information gathering techniques in collecting and analyzing public reaction to information programs; and developing recommendations for management in improving the agency's communication with the general public and specialized groups. Knowledge of a wide range of oral, written, and visual communication concepts, principles, policies, practices, methods, applications, techniques, standards, and trends; analytical methods; interpersonal relations practices applicable to researching, planning, developing, coordinating, and evaluating new information materials for information programs. 2. Knowledge of the missions, roles, functions, organizational structures, relationships, and operational planning objectives of an organization. 3. Skill in gathering, evaluating, and interpreting data sufficient to arrive at valid, supportable conclusions and to offer meaningful recommendations. 4. Skill in planning and independently managing short- and long-term projects and to cultivate and sustain positive working relationships to project completion. 5. Ability to communicate effectively with tact and diplomacy to advocate agency positions; to logically and effectively explain programs, functions, and activities and gain understanding of the organization's efforts. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
