The primary purpose of this position is to serve as a paralegal specialist and program manager, performing various legal office management, and administrative duties in support of the Staff Judge Advocate (SJA) and staff assigned to the Command.

For additional information on direct hire opportunities with the Air Force please click here. Supports management and oversight of courts-martial through the entire case life-cycle. Assists the Chief, Military Justice and Staff, as required. Reviews and analyzes Records of Non-Judicial Punishment (Article 15s) for legal sufficiency. Ensures the office provides timely and accurate legal advice, legal reviews and legal opinions to the Air Force Test Center Commander, Directors, and Center staff on matters relating to labor law, contracts and acquisition law, and other general law matters. Assists in management of Office of Government Ethics (OGE) Public and Confidential Financial Disclosure Reports (OGE Form 278 and OGE Form 450)to ensure timeliness and accuracy in accordance with Joint Ethics Regulation (JER) guidance and conflict of interest rules. Coordinates with the installation ethics manager, as needed, and manages the Center's Office of Government Ethics (OGE) financial disclosure program. Serves as program manager for the Center Paralegal Manager in direct support of the SJA.

  • Requires periodic training through USAF Judge Advocate General’s Corp.
  • Employee may be required perform notarial acts. Employee must be able to satisfactorily complete training to become a Notary Public and be able to meet bonding or other requirements inherent in the appointment as a Notary Public.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located: General Schedule Qualification Standards (opm.gov). Specialized Experience: Applicants must have at least one (1) year of specialized experience at the next lower broadband level NH-01, equivalent to the next lower grade GS-04 or equivalent in Federal Service. Specialized experience is: conducting legal research, draft, and edit legal opinions; providing comprehensive support to the areas of military justice, labor law, contracts and acquisition law, and the ethics program; and to performing a full range of administrative functions for the office, including managing the receipt, review, and suspensing of all incoming materials; overseeing the electronic and hardcopy storage of all office records; and providing a full range of information technology support. Position specific skills and experience desired in a potential candidate: 2 years of experience in the administration of military justice desired 2 years of experience administering a military civil/ethics law program desired Experience administering a military legal office budget desired Maximum experience in the military justice field or an Associates Degree in Paralegal Science (or similar field) is desired. Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. KNOWLEDGE SKILLS AND ABILITIES: 1. Knowledge of rules, procedures, policies, and programs of the Office of the Staff Judge Advocate/Legal Counsel to perform and manage the paralegal and administrative work of the organization to include effective communication and the use of various multimedia programs to execute office support. 2. Ability to articulate complex ideas clearly orally and in writing. Ability to organize, analyze, communicate, and administer legal cases and programs. 3. Comprehensive knowledge of paralegal duties relating to the areas of military justice, civil law, and ethics. 4. Knowledge of the budget process; military and civilian manpower systems, recognition programs, motivational environment and problem-solving; and the ability to maintain good working relationships. 5. In-depth advanced knowledge of word processing and presentation software functions to support office operations and produce a variety of graphic, textual documents, including but not limited to briefing slides, graphs, letters, reports, memos and form letters. 6. Ability to perform legal research using reference materials generally available within a law library and electronic resource tools such as Lexis/Nexis or Westlaw. Ability to interpret and apply regulatory and procedural requirements to process unusually difficult and complicated transactions, and to resolve litigation related issues and problems. Ability to provide technical guidance to others.
