The FAA Human Resource Management Office of Career and Leadership Development (AHD) provides career and leadership development courses and programs to employees and managers across the FAA. This is not a remote position but is eligible for telework. You will have to report to the duty location in Washington, D.C.

Duties

The Instructional Design Specialist will support the analysis, planning, design, development, validation, and evaluation of non-technical learning and development programs and courses. Duties include, but are not limited to:

Qualifications

Applicants at the FV-F level can qualify on the basis of possessing the degree requirements specified below under the Education section.FV-G: In addition to meeting the educational requirements specified below in the Education section: To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-F, FG/GS-5-9 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.OREducation substitution:3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degreeSpecialized experience is defined as:Experience preparing/developing and/or modifying training materials and products; ANDExperience conceiving, developing, and delivering information in various formats and media (e.g., charts, pictures, job aids, reports, briefings, slide decks, presentations, and articles). ANDExperience performing content analysis in support of course design.You should include relevant examples of the specialized experience in your work history. Schools must be accredited by an accrediting institution recognized by the U.S. Department of Education. Accreditation may be verified at the following website: www.ed.gov/accreditation.

Foreign education must be evaluated by a private professional organization specializing in interpretation of foreign education credentials or an accredited U.S. educational institution in terms of equivalence to a degree acquired at an American college or university. A copy of the evaluation results must be included, otherwise your foreign education will not be considered.

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The coursework must have included study in AT LEAST FOUR OF THE FOLLOWING FIVE AREAS (Applicants MUST submit course descriptions from the appropriate college/university):

1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.

2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategies and models, and applying design methods to the improvement of instructional effectiveness.

3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.

4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.

5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
