This position is located in Fiscal Service at the Lexington VA Health Care System in Lexington, KY. The incumbent is responsible daily for performing, analyzing, communicating, and processing obligations, amendments/adjustment vouchers, and amendments/adjustment vouchers, payables, and receiving reports for procurement and payment processing. Clerical level work is also a responsibility to support the service ensuring effective, efficient, and accurate financial and administrative operations.

This is an OPEN CONTINUOUS ANNOUNCEMENT and will remain open until December 31, 2023. The initial cut-off date for referral of eligible applications will be November 29, 2029, with subsequent cut-off dates every two weeks. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/04/2023. Interchange Agreement: Applications will be accepted for this position under the Interchange Agreement as outlined in VA Handbook 5005, Part III, Appendix C. This agreement allows for the movement of Title 38 and Title 38 hybrid personnel, who have at least 1 year of full-time continuous service, to apply for competitive service positions. OPM 90 Day Waiting Period: OPM requires that all current permanent federal employees serve 90 days after their competitive selection in their current Title V position prior to moving to another position. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Examples of appropriate SF-50s include: Within grade increases at the highest grade held; or Promotions with an effective date more than one year old; or SF-50s at the highest grade held with an effective date more than one year old. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. In addition to meeting the time-in-grade requirement, applicants must also meet the following: SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: performing financial management functions utilizing knowledge of accounting and budget regulations, policies and procedures; processing disbursements, payments and collections; approving purchase card orders; maintaining accounting/financial ledgers; computing budget estimates; generates reports; uses computer equipment and a variety of software applications; uses Microsoft Suite (i.e., Outlook, Excel, etc.) to complete daily tasks NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. **The preferred candidate would also possess the following experience: Maintains accounting data; works with general ledger accounts; reconciles and adjusts accounts; performs all types of adjustments related to employee travel; reviews documents to ensure compliance with regulations; analyzes and validates automated reports; vouchers and audits principles and procedures; utilizes an automated accounting system; You will be rated on the following Competencies for this position: Accounting Operations Computer Skills Customer Service Technical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: This work is primarily sedentary with some walking, standing, and bending. Incumbent may be required to lift and move files/printouts.
