Duties
This Transportation Security Specialist position is located in the Special Enforcement Program Office (SEPO), Compliance, Security Operations, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Responsible for providing direct oversight of caseloads, which include the review and processing of matters as a result of incident and investigations submitted by Compliance field personnel. Provides guidance to local field office staff to ensure TSA processes, guidelines, and national consistency are implemented and practiced.
Responsible for a full range of internal administrative services such as receiving and responding to calls and emails from TSA stakeholders and the general public, completing informal conferences on behalf of Chief Counsel's office with violators who are in receipt of TSA notices, and deploying mitigation strategies.
Provides guidance to program managers in developing case management and program strategies. Identifies training program topics and materials when reviewing casework.
Works with program managers to define and refine requirements translating them into terms that systematically and strategically enhance the current working environment and internal policies. Develops performance metrics based on forecasted productivity in comparison with current caseloads and first-in/first-out order of operations.
Ensures that the civil enforcement case processing plans and strategies used align with DHS, TSA and Security Operations strategy, policies, and guidance.
Develops project plans and tracks the status of documents and event tasks. Performs analyses of incident and investigation records to ensure national consistency and internal policies as prescribed by Chief Counsel's office. Tracks performance against metrics, identifying problems and issues and proposing solutions.
Initiates civil enforcement action, on the Agency's behalf, and notifies passengers that have committed violations. Proposes civil penalty actions and tracks case status in TSA systems of record. Under close supervision, issues Notices of Violation, Final Notices of Violation, Warning Notices, Debt Referrals, and other documents and/or referrals to other agencies, prior to completing a Quality Case Review.
Researches applicable policies, procedures, and guidelines impacting specific compliance programs and provides recommendations regarding particular cases and assignments. Assists senior specialists in researching specific references in relevant regulations and/or laws, and the resolution of past cases for possible precedents.
Participates in reviews that evaluate the effectiveness of current processes and procedures for compliance and enforcement activities. Gathers factual information, analyzes issues, and contributes to reports that recommend improvements in various program areas. Assists in evaluating information systems for increased organizational efficiencies, making recommendations about improving internal processes.
Complete actions related to Congressional or Freedom of Information Act (FOIA) requests to be completed and submitted to TSA internal or external stakeholders.
Assist with training field personnel on SEPO-related guidance, as well as regulations and policies related to incidents and investigations. Training can be done virtually and in-person pending budgetary and/or COVID restraints and may be presented to Compliance, Screening, Chief Counsel, or other intra-agency personnel.
The major duties described reflect the full performance level of this position. Typically, the lower pay band (G Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
Qualifications
To qualify for the SV-G Pay Band (equivalent to GS-5/7/9), you must meet one of the qualification requirements (A, B, OR C) outlined below:
A. Experience: For those qualifying using experience, your application must clearly outline three (3) years of progressively responsible general experience, one year of which was equivalent to at least GS-4 in the Federal service or equivalent experience in the private sector. Such experience will demonstrate the ability to analyze problems, gather pertinent data and recognize solutions, plan and organize work and communicate effectively orally and in writing;
OR
B. Education: Bachelor's or higher-level degree in any field from an accredited college or university;
OR
C. Combining of Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements, and may be computed by first determining the total qualifying experience as a percentage of the experience required for the position; then determining the education as a percentage of the education required for the position; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the position.
To qualify for the SV-H Pay Band (equivalent to GS-11/12), you must have one year of specialized experience at the SV-G or GS-9 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Applying analytical and evaluative methods to conduct and/or discern trends and patterns in data; AND
Using transportation security laws, rules, regulations, and policies for the issuances of administrative actions such as Notices of Violation and Warning Notices and/or compliance requirements related to incident response at TSA screening checkpoints; AND
Overseeing screening procedures and aviation transportation security inspection programs related to TSA incident reporting procedures; AND
Working knowledge of the Performance and Results Information System (PARIS) and/or Legal Integrated Knowledge System, (LInKS) to include experience in reviewing records and processing matters.
OR
Achievement of a Ph.D. or equivalent doctoral degree in a field of study which is in or directly related to this position;
OR
Three full years of progressively higher level graduate education leading to such a degree;
OR
LL.M., if related;
OR
Combining Education and Experience: Combinations of successfully completed graduate level education, beyond the second year, and experience may be used to meet total qualification requirements for this position, and may be computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent.
Graduate Education: Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the one year of full-time study requirement.

Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
