Duties

You will perform design analysis and calculations for civil projects. You will prepare final detailed working drawings, comparative cost analysis, Requests for Proposal (RFPs) and project specifications for a wide variety of facility types. You will resolve design review comments with architectural and engineering (A/E) design firms to correct deficiencies. You will identify areas of risk associated with design and construction projects to develop mitigation strategies or alternatives.

• This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.

Qualifications

GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Using computer software (e.g., spreadsheets, databases, and AutoCAD) to assist in electrical engineering analysis, calculations, designs, and the development of plans; 2) Assisting in the preparation of outlines of services, scopes of work and construction estimates; and 3) Researching electrical systems and equipment to support electrical engineering projects; GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing and designing electrical systems for a variety of facilities; 2) Developing scopes of work and construction estimates for electrical system preventative maintenance; and 3) Performing electrical system assessments and equipment inventories. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)
OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Applicants for the GS-7 that do not meet the specialized experience listed above may qualify for the GS-7 with education or a combination of education and experience as follows: You must have successfully completed one year (or 18 semester hours) of graduate level education in a field that provided the knowledge, skills and abilities to do the work of an Electrical Engineer, or you have successfully completed a bachelor's degree with superior academic achievement, or successfully completed a 5 year program of study of at least 160 semester hours leading to a bachelor's degree in engineering, or you have a combination of experience and graduate level education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience must equal one hundred percent.

Applicants for a GS-09 that do not meet the specialized experience listed above may qualify for the GS-09 with education or a combination of education and experience as follows: You must have successfully completed a master's or equivalent graduate degree or you have successfully completed two full years of progressively higher graduate level education leading to a master's degree in a field that provided the knowledge skills and abilities to do the work of an Electrical Engineer, or you have a combination of experience and education as described above that equates to one year of experience. Your percentage of the required education plus your percentage of the required experience must equal one hundred percent.
