About the Position: Serves a senior HR Specialist on the Joint Munitions Command HR Servicing Center servicing Tooele Army Depot, Crane Army Ammunition Plant, Letterkenny Munitions Center, Hawthorne Army Depot, and Iowa Army Ammunition Plant. Responsible for operational HR effectiveness to include recruitment and placement and establishing and maintaining standards and measurements for Army's delivery of civilian personnel administrative services.
Duties
Utilize an expert level of knowledge and skill in applying the full range of HR methods, principles, practices and evaluative methodologies sufficient to advise on and/or resolve the full range of operational problems.
Utilize a wide range of HR practices, laws, regulations, policies, and precedents sufficient to: provide expert HR management advisory and technical services on complex and wide-impacting customer functions and work practices.
Use detailed analytical methods to identify, evaluate, and recommend in-depth alternatives with impact analyses to management to find appropriate HR solutions.
Use non-standard operating practices or highly modified HR work procedures for delivering effective HR services to Army and non-Army customers.
Study and advise managers and supervisors on staffing requirements, resources, and problems in assigned offices involving a high degree of complexity.
Develop long and short-range staffing plans to meet forecasted mission requirements, human capital losses, changes in critical competencies availability of candidates, career development patterns, and reorganization proposals.
Execute recruitment, placement, RIF, and related programs for assigned organizations.
Advise management on recruitment strategies, sources, special programs, recruitment, relocation, and retention incentive programs.

Specialized Experience: One year of specialized experience which includes (1) creating assessments and vacancy announcements using human resources information systems; (2) applying OPM?s Guide to Processing Personnel Actions to code requests for personnel actions; (3) determining applicant qualifications and issuing referrals; (4) ensuring priority placement program guidelines are adhered to when filling vacant positions; (5) interpreting and applying civilian recruitment and placement laws, regulations, policies, and practices to provide advice and guidance to managers, supervisors, employees, and applicants; (6) analyzing and resolving uncommon pay, recruitment, and placement issues; and (7) providing technical advice and quality control review to lower graded human resource specialists.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
