About the Position: Responsible for establishing, disseminating, maintaining and enforcing the Fort Hunter Liggett (FHL) Range Safety Program, the Range Laser Safety Program and the Range Radio Hazard Program by utilizing a variety of technical, analytical, advisory, consultative, liaison and coordinating techniques. Serves as subject matter expert on range safety for the installation. Reviews risk assessments for all exercises, weapons live fire and unit operations.

Duties

Review risk assessments for all exercises, weapons live fire and unit operations. Develop and monitor the Range Safety Certification Program in compliance with established regulations and policies. Approve or disapprove SDZ footprints for close air support (CAS) engagement. Develop, modify and maintain surface danger zones for ranges, safety boxes for firing points and firing areas. Monitor entire RFMSS program to ensure all safety related data is current. Investigate accidents and incidents that occur during training and report results to the Installation Safety Manager. Coordinate safety and hazards programs with Commands and other agencies. Review and approve/disapprove special instructions for training facilities, training areas, ranges, firing points, and firing areas.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.

Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes 1) Manage a range safety program to include program administration, safety education, risk management, and controlling safety hazards; 2) Inspect training complex construction to minimize unsafe conditions; and 3) Provide Range Operation advice by interpreting regulations/policies/guidance. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
