The primary purpose of this position, ENGINEERING EQUIPMENT OPERATOR LEADER (CRANE OPERATOR), WL-5716-11, is to serve as an Engineering Equipment Operator/ Ordnance Handler Leader for the Navy D5 De-mil. program at the Utah Test and Training Range.

Duties

Lead a team of trades and/or labor workers. Determine what moves are needed to complete the placement and assure that the lifting capacity will not be exceeded. Perform tasks related to the safe and efficient shipping, receiving, storage, inventory, housekeeping, and related duties for Arms, Ammunition and Explosive (AA&E) commodities. AA&E normally consists of (but is not limited too) Small Arms Ammunition, Pyrotechnics, Small Rockets, Assorted Hazardous Material items (referred to as Conv. Ops), Large Scale AA&E commodities such as; Minuteman, Trident, Orbus, Sergeant, Talos, Castor, etc. Rocket Motors (referred to as LRM Ops). Perform operational tasks, in compliance with Standing Operating Procedures (SOP) or other similar task guidance procedures, for the safe and efficient execution of shipping, receiving, and warehousing operations relating to all customer commodities (AA&E and Non-AA&E). Responsible for helping to maintain a work environment that is safe, professional, free from harassment (i.e. sexual, racial, religious, age, etc) and is conducive to a harmonious work atmosphere.

  • This position may require drug testing and the candidate may be subject to passing a drug test upon selection.
  • Selectee may be required to serve a probationary or trial period.
  • An appropriate valid state driver’s license is required. Must maintain a valid government operator permit. Must be able to obtain a Commercial Driver’s License (CDL). May be required to obtain a Hazardous-Material Endorsement on the CDL
  • Emergency overtime may be required. The employee be required to work other than normal duty hours which may include weekends, and/or holidays. Is subject to call back at any time.
  • Disclosure of Political Appointments
  • Must be able to obtain and maintain all certifications needed to meet Arms, Ammunition and Explosive munitions requirements.
  • Depending on availability employees are allowed to stay overnight in the readiness center during the work week or if overtime is needed.
  • If higher priority mission arises, the higher priority mission will have the priority over rooms to be used by incoming personnel. Employees currently occupying the rooms may be asked to move or double up until the mission is complete.
  • No amenities or maid service will be provided. So if employees chose to stay overnight in the readiness center during the work week, they will need to supply their own bedding, linen and all other necessary items.
  • PRE-EMPLOYMENT PHYSICAL REQUIRED.
  • This position may require travel.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5700 Transportation/Mobile Equipment Operation Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is Ability To Do The Work Of The Position Without More Than Normal Supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Operation of Motor Vehicles Work Practices (includes keeping things neat, clean, and in order) Ability To Interpret Instructions, Specifications, etc. (related to mobile equipment operation) Ability to Drive Safely (Motor Vehicles)* Ability To Operate Safely (Non-Motor Vehicle) Reliability and Dependability as an ENGINEERING EQUIPMENT OPERATOR LEADER (CRANE OPERATOR). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: Heavy physical effort is used in constantly reaching bending, turning, and moving arms, feet, legs to operate controls, levers, clutches, and brakes on the equipment and attachments. Strain is caused by the constant vibration, jerking, and jolting from operating on rough surfaces. Occasionally moves object weighing up to 50 pounds with the help of others or lifting equipment. Work requires frequent stooping, stretching, bending, kneeling, and working in tiring positions. WORKING CONDITIONS: The employee works inside and outside in all kinds of weather frequently exposed to dust and dirt. Works near moving parts of equipment and machinery. Works near and around large munitions. May be exposed to grease, fumes, solvents, high noise, vibrations, and exposure to injury from the possibility of equipment overturning. May be required to wear protective clothing such as hard hats, steel-toed shoes, gloves, masks, and aprons.
