The incumbent serves as the Secretary to the Service Chief, Deputy Chief, and the Administrative Officer of the Behavioral Health Service (BHS) at the George H. O'Brien Veterans Affairs Medical Center in Big Spring, Texas. The incumbent provides general clerical and administrative assistance to the Service Chief, Deputy Chief, and the Administrative Officer by performing work of a general support nature that encompasses a variety of office functions, duties, and responsibilities.

Duties

*** Bargaining Position *** Specific responsibilities for the incumbent will include a broad range of administrative tasks such as planning and coordinating meetings and managing the calendar of the Service Chief, Deputy Chief, and the Administrative Officer while resolving scheduling conflicts within Behavioral Health Service (BHS) and its programs. Such work includes a variety of administrative functions necessary for the smooth management of the leadership office and ranges from correspondence and information control to tracking equipment, supplies, and services. Arranges and confirms travel. Prepares, tracks and follows-up on memos and correspondence. Prepares and maintains 6-part folders. Prepares materials for annual appraisals. Identifies, submits, and monitors ePAS requests, enabling onboarding of new staff. Sponsors PIV. Arranges on-site and off-site meetings, conferences, and all service meetings. Receives visitors and screens phone calls. Researches files and assembles background information prior to referral. Acts as recorder for meetings and prepares minutes for signature and distribution. Composes and edits letters and reports, reviews correspondence for accuracy. Prepares work orders. Maintains service personnel records. Obtains and monitors supplies and equipment utilized by office. Prepares requests for services, supplies and equipment. Maintains fund control points. Posts timecards and maintains knowledge of regulations affecting time, attendance and work schedules. Work Schedule: Monday - Friday 8:00 a.m. - 4:30 p.m. Telework: Ad-Hoc available at Supervisor's discretion Virtual: This is not a virtual/remote position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/17/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS-6 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: ability to plan, organize, coordinate, and control the various clerical phases of a program; serves as liaison and works closely with the professional staff; skills in applying basic data gathering methods, such as standard interviewing or surveying techniques, to collect various type of information; a qualified typist is required; knowledge of grammar, spelling, capitalization, punctuation, and terminology commonly used in office settings to prepare material correctly from handwritten drafts, computer files drafts, or voice recordings; and knowledge of standard processing procedures, formats, and distribution and retention policies for the correspondence or reports produced; knowledge of processing procedures and function keys required to execute at least several basic office automation functions such as storing and retrieving electronic documents or files, entering data into a predefined spreadsheet or database, creating simple spreadsheets or databases independently or at supervisory direction as needed, retrieving data from specified electronic records, and transmitting and receiving electronic mall; timekeeping; and, obtains and monitors supplies and equipment. AND TYPING PROFICIENCY: This position requires the skills of a qualified typist. In addition to meeting the experience and/or education requirements, you must be able to type at least 40 words per minute. There is no educational substitution at this grade level. You will be rated on the following Competencies for this position: Attention to Detail Clerical Customer Service Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
