This position, located at the Oklahoma City VA Health Care System, serves as Security Assistant (Access) in the Police Service and performs physical security-related functions in support of the Facility and VISN.

Duties

Major Duties of this position include but are not limited to... Track electronically the access level assigned and the appropriate physical access levels needed based on the type of work of the employee being granted access Serves as the initial point of contact for new incumbents for physical access and key control including but not limited to paid or without compensation employees, volunteers, students, residents, and contractors Reviews information submitted by the requesting office to validate level of physical access required, enters new/current/transfer incumbent information into a local physical access control system, key control system and Police Service reporting system for parking related needs Independently reviews parking, physical access, and key control requests from executive leadership, service chiefs, supervisors and delegated officials based on established VA policy, directives, handbooks and facility policy/standard operating procedures Independently approvals or denies requests based on policy; communicates with customers of the decision Works independently to direct customers with a working understanding of these policies in order to correct any deficiencies Prepares spreadsheets to communicate with the Security Command Center and police officers of approved parking lists and will manage the list with minimal input from the supervisor but will be spot checked Regularly monitors the status of specific pending items, and compiles data to produce access reports based on restricted areas at monthly or quarterly intervals Works with stakeholders who may be experiencing difficulties with access, as needed Make access decisions to improve access levels within the health care systems physical access control; works with locksmiths on key control and entering data into the facility's key control system, which is directly tied to the physical security program Enters appropriate data in required databases related to an employee's status within OKC VA HCS or VISN 19 from a wide variety of sources, i.e., physical access control, police reporting and key control; revokes credentialing within the physical access control system as needed based on termination, administrative investigations, criminal investigations, or other outcomes requiring the termination of access Assigns temporary access as needed for visiting staff who are assisting OKC VA HCS or VISN 19 Periodically performs audits of physical access levels to assure security of restricted areas in the facility are being maintained and only employees with need for access are entering areas of the facility as necessary Ensures that security activities are in accordance with ADP security policies; keeps security information confidential and assures compliance with the requirements of safeguarding personal and other sensitive data pursuant to the Computer Security Act of 1997, and the Privacy Act of 1974 Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/17/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position, you must have served 52 weeks at the GS-05 level. For a GS-07 position, you must have served 52 weeks at the GS-06 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience GS-05: You must have one year of specialized experience equivalent to at least the next lower grade level of GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to....general knowledge of the regulations, policies, procedures, principles and concepts that govern the physical security program, physical access control systems as it is integrated with the video management system as these pertain to the Physical Security Design Manual and VA Handbook 0730; must be skilled especially in oral communication in order to provide technical advice and guidance to customers; must have the ability to enter, extract, and evaluate employee information via access to various computer databases; must be skilled in dealing with highly charged emotional situation and have the ability to work calmly and effectively in sensitive, stress-producing situations; must have knowledge of the organizational structure, mission, goals and needs...OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed four years of post-high school education...OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond first 60 semester hours of post-high school education. Specialized Experience GS-06: You must have one year of specialized experience equivalent to at least the next lower grade level of GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to....vast knowledge of the regulations, policies, procedures, principles and concepts that govern the physical security program, physical access control systems as it is integrated with the video management system as these pertain to the Physical Security Design Manual and VA Handbook 0730; the ability to manage key control through tracking and issuance to internal customers; the ability to complete vehicle registrations and accessible parking registrations to include issuance of decals to the employees assigned to the Medical Center; must be skilled especially in oral communication in order to provide technical advice and guidance to customers; must have the ability to enter, extract, and evaluate employee information via access to various computer databases; must be skilled in dealing with highly charged emotional situation and have the ability to work calmly and effectively in sensitive, stress-producing situations; must have knowledge of the organizational structure, mission, goals and needs; and possesses the knowledge, skill, ability, and experience to perform the full range of routine and non-routine assignments with a high level of independence. Specialized Experience GS-07: You must have one year of specialized experience equivalent to at least the next lower grade level of GS-06 in the normal line of progression for the occupation in the organization.
