This position is located in the Office of the Nuclear Security and Incident Response, Division of Preparedness and Response, Coordination Branch.  The supervisor is Anthony Ulses.This position is in the Bargaining Unit with the National Treasury Employees Union, Chapter 208. This position is not subject to Confidential Financial Disclosure reporting requirements.This position is not subject to security ownership restriction reporting requirements.

Duties

As an Emergency Response Coordinator in the Coordination Branch, you will develop, evaluate, and coordinate a program to address topics and problems associated with the NRC assessment of protective measures taken in response to a nuclear emergency. Coordinate the training and other support activities as necessary to ensure the NRC Headquarters emergency response teams remain fully informed and updated on current practices.  Develop and maintain response procedures and analytical tools required to perform analyses during an emergency.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (GG-13) in the Federal service or equivalent experience in the private or public sector. The ideal candidate will be able to demonstrate the following: 1. Demonstrated knowledge of the principles, theories, and practices of engineering and health physics related to emergency preparedness and incident response of operating and new nuclear power plant designs, Navy nuclear power, test reactors, fuel, and material facilities. 2. Demonstrated knowledge of NRC policies, plans, and practices in response to accidents at nuclear power plants, fuel cycle, or materials facilities. 3. Demonstrated knowledge of Federal legislation, Executive Orders, and government regulations and guidance associated with radiological emergency preparedness/planning related to NRC or its Federal partners. 4. Demonstrated knowledge, skills, and ability to establish effective working relationships and to communicate technical issues clearly and effectively, both orally and in writing. SPECIALIZED EXPERIENCE is defined as the ability to evaluate and assess issues in response to an incident or emergency event at a NRC regulated facility and recommend courses of action to conduct drills, training, and exercises in testing agency emergency plans and procedures as well as prepare comprehensive reports concerning NRC emergency planning and preparedness programs.  A description of how you possess the specialized experience as well as how you meet the qualifications desired in an ideal candidate should be addressed in your resume.

Education

Basic requirement  for General Engineer, GG-801:  A professional  engineering  degree is required.  To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR a combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

Basic requirement  for General Physical  Science  Series, GG-1301:  A degree  in Physical science, engineering, or mathematics  that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR a combination of education and experience. Education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
