About the Position: This position is with the Defense Health Agency, Naval Hosptial, Directorate of Behavioral Health, Mental Health Department, Agana Height, Guam.
Duties
This position is part of the consolidated program of the Substance Abuse Rehabilitation Program.
The primary responsibility of the incumbent is to provide technical expertise in the areas of education and awareness on substance abuse to military personnel, civilian personnel and adult family members.
Services are provided through counseling, education and training to the active-duty military personnel and United States (U.S) civilian employees, as well as adult family members and the retiree community.
The incumbent provides individual and group therapy as well as comprehensive case management and referral services for all SARP clientele.
The incumbent provides educational services to all clientele through the use of appropriate instructional techniques.
The incumbent participates on Staff/Client Disposition Boards, were counselors exchange client information, assisting each other in client care particularly with difficult clinical presentations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
- Incumbent must obtain and maintain the Drug and Alcohol Counselor Certification, Level II or equivalent State Certification (IDAC/CADAC) or licensure within the first 6 month of employment.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes facilitating community coalitions for Substance Abuse prevention; participating in and supporting collaboration with authoritative resources such as Public Affairs, local/state government officials; developing materials and delivering training programs regarding Substance abuse prevention; and providing physical and psychological care for clients to prevent and treat social problems like substance abuse. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Behavorial and Social Science.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
