DCSA's Human Capital Management Office is looking for a Program Manager for our Student Internship Program. The incumbent will provide administrative oversight and planning for the Student Experience. This job requires a proactive individual with the ability to work in a fast paced environment and manage a dynamic and expanding Student Internship Program. The incumbent will provide program advice, guidance, and recommendations to management and implement program changes.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS-13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Lead and mange a student internship program or project with minimal guidance or instruction. Administer short and long-range plans and projects to satisfy specific requirements and/or accommodate multiple needs. Engage and communicate, both orally and in writing, with a diverse range of stakeholders both internal and external. Apply a wide range of program, project and analytical knowledge for the purpose of resolving complex/multifaceted program and project management issues. Specifically you will be evaluated on the following competencies: Program Outreach - Develop and implement programs and activities to establish, maintain, and enhance public awareness and enable mutually beneficial relationships to meet the needs of stakeholders. Stakeholder Management - Applies concepts, practices, and techniques to identify, engage, influence, and monitor relationships with individuals and groups connected to the work effort; including those who are actively involved, exert influence over the process and its results, and have a vested interest in the outcomes (positive or negative). Staffing and recruiting - Apply HR concepts, principles, rules, and practices related to identifying, attracting, and referring individuals for placement. Accountability - Fosters and ensures an environment that administers all resources in a manner that instills public trust while accomplishing the mission. Monitors progress and evaluates outcomes to improve organizational efficiency and effectiveness. Holds self and others accountable for measurable high-quality, timely, and cost-effective results. Determines objectives, sets priorities, and ensures sound management processes and procedures are in place, ensuring that national interests are well served. Accepts responsibility for mistakes. Complies with established control systems and rules. Strategic Thinking - Formulates objectives and priorities, and implements plans consistent with the long-term interests of the organization in a global environment that takes into consideration the environment, resources, capabilities, constraints, and organizational goals and values.
