THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION DUTY LOCATION: United States Property & Fiscal Office (USPFO), Windsor Locks, CT AREA(S) OF CONSIDERATION: Area I: All On Board Federal Employees (T5), Tenure 0,1,2,3 within the CTNG with U.S. citizenship. Area II: All On Board Federal Dual-Status Military Technicians (T32), Tenure 0,1,2,3 within the CTNG with U.S. citizenship. Area III: All current and former members of the Connecticut National Guard with U.S. citizenship.

Duties

This National Guard position is for a PROCUREMENT COORDINATOR (GPC)(Title 5), Position Description Number T0055000 and is part of the CT USPFO, National Guard. JOB SUMMARY: The primary purpose of this position is to serve as the Government Purchase Card Program Coordinator. Provide guidance, training, coordination and oversight based on a comprehensive knowledge of Army and Federal procurement at and below simplified acquisition threshold, primarily at the micro-purchase level. Primary responsibilities are program implementation and overall administration of the Purchase Card Program. Serves as liaison between National Guard Bureau, the bank contractor, Defense Finance and Accounting Service (DFAS), and installation organizations to include tenant organizations and Contractors. The major duties include, but are not limited to: Serves as the Government Purchase Card (GPC) Level 4 Agency/Organization Program Coordinator (A/OPC) for the designated Contracting Office. Organize and provide training locally and/or remotely to GPC stakeholders for the GPC program as well as expanded authority training. Conducts surveillance of A/BOs and CHs accounts through the use of the Data Mining Oversight and Surveillance System to ensure compliance with Public Law and policy. Utilizes the prescribed system to nominate, approve, appoint, retain and terminate all GPC roles and functions. The incumbent is designated to manage the day-to-day operations; implementing and administering the GPC program; establishing local policy and guidance; conducting training and monitoring GPC use; and providing oversight and administration.

  • In accordance with the Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • Designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Qualifications

SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 12 months of specialized experience in the following: GS-09 REQUIRES 12 MONTHS: Experience equivalent to at least the next lower grade level (GS-07). Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. GS-11 REQUIRES 12 MONTHS: Experience equivalent to at least the next lower grade level (GS-09). Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the Government Purchase Card Program, Federal Acquisition Regulations (FAR, DFARS, AFARS), laws, policies and procedures in order to manage and administer the program, to resolve problems, and to assist customers. Knowledge of Governmental accounting, knowledge of contractual quality surveillance, and Government Purchase Card Program procedures sufficient to determine which procedures are to be used for a given purchase to adequately protect the government's interest. Ability to problem solve extremely complex accounting, logistics and procurement information. Ability to independently plan and perform all aspects of reviews using sound judgment in the conduct of review techniques and standards. Knowledge of Federal, DoD and Army Contracting laws, regulation principles, and procedures, provisions of the Government Purchase Card Contract, and methods of contracting applicable to develop and implement Government Purchase Card policies and procedures. Skill in written and oral communications sufficient to prepare written and oral guidance and decisions, to explain and defend decisions to Government Purchase Card Program personnel, using activities, contractors/vendors, and higher-level reviewing officials, and provide classroom training to program participants. SPECIAL REQUIREMENTS: Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634,Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006. CAREER LADDER: Individual may be selected at a lower level. Predicated upon qualifications, individual could be hired at the GS-11 grade. An individual selected for this position at the lower grade will progressively be advanced to GS-11 upon achievement of required qualifications without further competition.
