The primary purpose of this position is to implement and manage the installation level Sexual Assault Prevention and Response Program and serve as consultant to the installation or host Wing Commander (WG/CC) or delegated Vice Wing Commander (WG/CV) on institutionalizing core values for the Department of the Air Force.

Duties

Serves as the installation Sexual Assault Response Coordinator (SARC) to comply with Department of Defense (DOD) requirements, developing and managing prevention and support programs and activities for sexual assault and other areas of interpersonal violence and victim needs, as directed by the WG/CC Ensures the development and implementation of prevention programs relating to sexual assault Develops, implements, and maintains an installation victim support system which addresses a wide variety of issues and problems Serves as the WG/CC consultant and representative involving all sexual assault issues on committees, working groups, conferences, and community meetings Performs supervisory personnel management responsibilities for a limited staff of one to two employees

  • This position has been identified as a position of public trust IAW DOD policy. The work requires the incumbent to obtain and maintain a minimum of a Secret Security Clearance.
  • Minimum of a Tier 2 background investigation must be conducted every 5 years IAW the OPM requirement.
  • Incumbent must meet screening/suitability criteria listed in AF and DOD guidance
  • Must obtain, maintain and renew certification of the DOD Sexual Assault Advocate Certification Program (D-SAACP) as specified in DOD and AF policy
  • A Bachelor’s degree or higher in a behavioral, social science, or related discipline appropriate to this position is preferred
  • Experience in sexual assault or domestic violence prevention and response is highly desirable
  • This position requires a high degree of discretion in relation to sensitive information of which the incumbent is aware
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, 0101 Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: behavioral or social science; or related disciplines appropriate to the position. NOTE: You must submit a copy of your transcripts with your application. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. NOTE: You must submit a copy of your transcripts with your application. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes 1) Developing, managing, and presenting budget to ensure viability of Headquarters Sexual Assault Prevention and Response programs. 2) Maintaining oversight of DOD Sexual Assault Advocate Certification Program (D-SAACP) credentialing status for Sexual Assault Response Coordinators, Victim Advocates and volunteer Victim Advocates across the command. 3) Monitoring and evaluating training content to ensure integration into all aspects of training and education across the Command and within the Agency. 4) Working with appropriate base, community or state agencies to ensure individuals affected by sexual assault or other acts of interpersonal violence are kept reasonably informed if prosecution is on-going while coordinating with legal authorities. 5) Preparing and presenting briefings, speeches, reports and professional papers, on organization's sexual assault prevention/response policy and other victim issues to senior leadership, spouses, civilian conferences, and public forums. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of laws, regulations, executive orders, issues, etc., relating to victim advocacy, sexual assault, and other acts of interpersonal violence. Comprehensive and professional knowledge of laws, regulations, and policies as well as behavioral, social science and/or public health practices principles and theories relating to the prevention of and response to sexual assault and other acts of interpersonal violence. Knowledge of social services delivery systems and concepts, principles, and theories relating specifically to sexual assault and other acts of interpersonal violence. Skill in assessing program needs to accomplish goals and objectives, evaluate program status, and recommend and/or implement solutions for improvements. Skill in applying tact and diplomacy during difficult circumstances to advise and inform individuals and high level officials on complicated, sensitive, and sometimes controversial issues. Ability to establish and maintain effective working relationships with organizations and individuals to identify, establish, modify, and provide victim support assistance. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
