This position is located within the Police Service at the Eastern Colorado HCS (ECHCS), Aurora, Colorado. The Incumbent's primary duty is to function as the program manager over the Training and Quality Control section for the ECHCS Police Service. The incumbent monitors training status of 51 law enforcement personnel and program compliance as set by the Office of Security & Law Enforcement (OSLE) at the department level of Veterans Affairs (VA).

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/20/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-08. For the GS-10 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Individual Occupational Requirement (IOR) for this position: You must have creditable specialized experience that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting-life and property gained in work within a police force or service as a military police officer or work providing visitor protection and law enforcement in parks, forests, natural resource, recreational environments or in performing criminal investigative duties. Experience as a security guard or corrections officer is generally not qualifying.
In addition to meeting the IOR stated above, you must also have the specialized experience to qualify for GS-09 or GS-10 Police Officer Instructor explained below.
For GS-09 Police Officer-Instructor, you must have at least one (1) full year of specialized experience equivalent to the GS-08 grade level in the Federal service (or equivalent pay band) that includes completing internal and external training requirements on police related topics, track training requirements for all law-enforcement personnel assigned to Police Service, monitor certifications/assign training for recertification, develop/adjust mandated training as it pertains to police tactics, perform audits of program compliance and develop deadlines for identified deficiencies which is designed to provide the knowledge, skills, abilities, and experience to perform the full range of routine and non-routine assignments with a high level of independence.
For GS-10 Police Office-Instructor, you must have at least one (1) full year of specialized experience equivalent to the GS-09 grade level in the Federal service (or equivalent pay band) that includes developing and providing courses for training programs, training and oversees senior instructors, develop training scenarios based on latest tactics, manages a complex inventory of sensitive equipment. Plan, coordinate and conduct a wide variety of training topics that promotes psychological safety procedures. Coordinate with other departments, program managers, supervisor staff as needed to resolve policy or interdepartmental conflicts, deficiencies and recommending corrective actions. Assist in Supervisory duties on behalf of their absence. Make budget recommendations to the Chief of Police. Take charge during serious incidents involving police action. Rendering aid for any victims involved in life threatening event. Performs regular program audits and assures compliance and/or identifies improvements or suggest corrective actions.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
