This position is located with the Bureau of Indian Affairs, Pacific Region, Office of Indian Services, Division of Human Services in Sacramento, California. This is a Bargaining Unit position, for more information see What are bargaining units? Travel and Relocation Expenses will be authorized in accordance with the federal travel regulations. The Pay Flexibilities of a Student Loan Repayment may be authorized, pending availability of funds and management approval.

Duties

Developing, managing, and monitoring social services functions at the regional level in regard to the implementation of IIM guidance and regulations which is shared by other program offices. Working with the Office of Special Trustee for American Indians and the Office of the Solicitor on the review of all guardianship documents regarding IIM management of our clients. Coordinates performance of annual reviews of supervised IIM account holders social services records and documents problems and corrective actions for the region. Provides oversight and assumes responsibility for evaluating and recommending needed improvements to the automated and manual data systems used by human services programs for monitoring IIM supervised accounts. Interpret and develop Human/Social Services programs and encourage full use of other appropriately related programs. Maintain the administration and provide case management of Supervised Individual Indian Money (IIM) accounts for minors and adults. Review agency contractor social casework records for compliance. Conduct on-site technical evaluation reviews for quality control in tribally operated and private contract childcare program.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Professional and Scientific Positions and Individual Occupational Requirements for GS-0185: Social Work Series). BASIC REQUIREMENTS: Degree: Social Work. Must fulfill all of the requirements for the Master's Degree in Social Work in a school accredited by the Council on Social Work Education. ADDITIONAL EXPERIENCE REQUIRED: In addition to meeting the basic entry level qualification requirements, applicants must have the following: GS-11: I have at least one year of specialized experience equivalent to at least the GS-9 grade level in the Federal service which involved applying professional knowledge of the principles and practices of social work; providing direct services to individuals and families, and groups; educating or providing instruction, training, consultation and/or advice on social work related questions and services; interprets and applies and skill of the Social Services Program to beneficiaries; serve as a case manager of assigned cases; maintains a formalized case management system which documents the workflow of case services with individual case plans; make recommendations for the release of funds from IIM accounts. GS-12: 1 year of specialized experience equivalent to the GS-11 grade level in the Federal service (obtained in either the public or private sector) which includes work involving applying practical knowledge of a wide range of social casework, family therapy, systems theory and community organization; direct provision of child welfare services, maintaining active agency participation in the varied advocacy and intervention programs and the coordination of and required cooperation with allied social service, health and other agencies; providing counseling services; developing and maintaining a formalized case management system which documents the workflow of case services with individual case plans; provides technical assistance on all aspects of social services programs and activities; and develops and maintains of IIM accounts. One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education which shows the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
