The position serves as a Budget Technician for the Research & Development Service at the VA Salt Lake City Health Care System in Salt Lake City, UT, and works with the Associate Chief of Staff (ACOS), Administrative Officer (AO), Principal Investigators (PIs) and their university business managers and staff, and Fiscal Service to ensure that all research funding is handled appropriately and in accordance with all VHA and Federal regulations.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major Duties: Assists in accounting, forecasting, and executing the Research budget. Works with researchers to ensure funds are managed in a fiscally responsible manner - reviewing annual budget forecasts and spending plans; recommending adjustments based on historical spending plans and ensuring budgets are current and in compliance with existing regulatory guidance. Advises supervisor of conditions which would result in over-obligation of funds. Performs a variety of budgetary, administrative, and statistical functions to determine funding program validity, form future budget needs, and provide written assessments to researchers. Researches, verifies, compiles, and summarizes data involving salaries, fund control point information, expenses, and other object class information to continuously apprise investigators of funding/budget status and provide guidance relative to resolution of budget conflicts. Tracks funds distribution, monitors costs and expenditures, reconciles commitments and obligations, identifies excess funds, and prepares reports projecting the use of available resources. Prepares and distributes monthly balance statements to each PI, providing detailed financial information and furnishing backup information. Serves as the government purchase card holder with authority to make credit card purchases within a specified dollar amount. Purchases supplies, equipment, and services; screens purchase requests for completeness and adequacy; searches for sources of supply and availability; coordinates purchase requirements, specifications and acceptable substitutes with requester; contacts prospective contractor/vendor for oral and/or written quotes and determines source based on price, delivery, etc.; processes and tracks purchase documents, advising customer of status of the purchase; and reviews and reconciles billing statements for accuracy, resolves discrepancies as required, and processes for payment. Conducts cost-benefit analysis and explores alternate sources of purchase to ensure the best prices for the service. Performs other related duties as assigned by supervisor or Research Service leadership. MINIMUM QUALIFICATION REQUIREMENTS: One full year of specialized experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled (Budget Technician). To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-6) in the Federal service. Specialized experience: Experience applying knowledge of budgetary procedures used to compile, consolidate, organize, and/or summarize information about an organization's budget and prepare reports and experience applying knowledge of a standard accounting system and techniques to assist in day-to-day budget operations. This experience must be reflected in your application to qualify. NOTE: Graduate education may be credited in those few instances where the graduate education is directly related to the work of the position (Budget Technician). Physical Requirements: Work is sedentary, being performed for the most part while seated comfortably at a desk or table. A moderate amount of standing and walking is required when attending meetings and conferences, and in visiting other offices and buildings throughout the facility. Work also requires a one-time, daily pick-up of mail and packages from the on-site warehouse/mailroom and requires the ability to lift up to 15 pounds.
