THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a SOCIAL WORKER, Position Description Number T5012000 of the KS Joint Forces Headquarters, National Guard.
Duties
As a SOCIAL WORKER, GS-0185-12, you will facilitate preventive, remedial, and support services to optimize psychological health and readiness of National Guard (NG) military members and their families. As part of the Office of the State Surgeon, the incumbent exercises technical oversight of behavioral health (BH) programs and supports the development of an annual program strategy to determine priorities, gaps, needs, and means to achieve annual goals. Serves as a state liaison to the Army National Guard (ARNG) and Joint Surgeon BH programs; ensures timely and accurate state BH reporting and represents the state on ARNG BH Work Group. Major duties focus on coordination and implementation of BH programs and processes encompassing: (1) outreach and education, (2) population health surveillance, (3) command consultation, (4) screening and evaluation, (5) crisis intervention, (6) physical profiling, (7) treatment referral networks, (8) case management efforts, and (9) quality assurance. Responsibilities include providing: primary, secondary, and tertiary prevention programs, specialty training for NG health care professionals and other personnel on issues related to the psychological health of Guardsmen and their families, and multi-level community organization, collaboration, and enhancement.

- A Master's in Social Work from an institution accredited by the Council on Social Work Education is required. Substitute degrees will not be accepted.
- Selective Placement Factor: Possess a current, unrestricted State license to practice clinical social work independently.
- Must have 24 months of experience in clinical social work assignments. For ANG candidates, completion of the Army or Air Force Social Work Internship Program may be substituted for 12 months of the specialized experience requirement.
- ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND OPM PRESCRIBED "UNSCHEDULED TELEWORK"
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.
- Must be able to obtain and maintain privileging for the DOD/AFMS/ANGMS IAWDHA PM 6025-13 Vol 4 and DAFMAN 44-119. Must maintain credential
requirements at all times (i.e. current and unrestricted state license, BLS, clinical competencies, etc.)
- Position designated as Essential and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
Qualifications
SPECIALIZED EXPERIENCE: In applying for the GS-12, must have one year of specialized experience equivalent to the GS-11 level in Federal service. Must have 24 months of experience in clinical social work assignments. Completion of the Army or Air Force Social Work Internship Program may be substituted for 12 months of the specialized experience requirement. This experience demonstrates particular competencies of knowledge, skills, and abilities to successfully perform the duties of the position. Must have specialized experience in professional social work that includes interviewing people to establish the nature and extent of their problems, helping them work-out plans for improving the situation, providing assistance and services, referring them to community resources and other organizations as indicated, and assisting them to understand and modify their own patterns of behavior when appropriate. Except as stated above, no other substitution of education for specialized experience is allowed.
Education
Master's in Social Work from an institution accredited by the Council on Social Work Education is required. Possess a current, unrestricted State license to practice clinical social work independently.
Substitute degrees will not be accepted.
