Duties
Conduct field and on-site compliance examinations.
Utilize automated land and records systems and other applications to document realty cases.
Prepare and disseminate information.
Write opinions and recommendations using regulatory guidance.
Collect, enter, manipulate, update, and maintain data.
Requirements
- U.S. Citizenship is required.

- You cannot hold an active real estate license: nor can you have an interest or hold stocks in firms with interest in Federal Lands.

- Appointment will be subject to a favorably adjudicated background/suitability investigation/determination.

- Selectees w/less than 3 years exp. as a Realty Spec. (GS-1170) are req'd to attend a 3-part Lands and Realty Academy at BLM's National Training Center. Failure to complete/pass this Academy may result in your termination.

Qualifications

Minimum Qualifications for the 1170 Realty Specialist at the GS-07:
You must possess one (1) full year of specialized experience at or equivalent to the GS-05 level that is equivalent in difficulty and complexity as indicated by the following examples:
Gathering, analyzing, and processing information on a variety of lands and realty actions.
Assisting with determining land ownership and status.
Assisting in gathering information and data necessary to complete environmental review from on-site examinations.
Engaging with the public regarding non-controversial lands and realty actions.
OR
You must have successfully completed 1 full year of graduate level education in a related field that provided the knowledge, skills, and abilities necessary to perform this work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
OR
You meet the qualifications for Superior Academic Achievement and meet one of the following: A grade point average of B (3.0 or higher out of a possible 4.0) for your completed undergraduate courses, or those completed in the last two years of undergraduate study; A grade-point average of B+ (3.5 or higher out of a possible 4.0) for all course in the major field of study, or those courses in your major completed in the last two years of undergraduate study; Rank in the upper one-third of your class in the college, university, or major subdivision; or Membership in a national honor society (other than fresh honor societies (recognized by the Association of College Honor Societies. If more than 10 percent of your courses were taken on a pass/fail basis, your claim must be base on class standing or membership in an honorary society. To be creditable under this provision, superior academic achievement must have been gained in a curriculum that is qualifying for the position being filled.

You must possess an equivalent combination of specialized experience (shown above) and education (shown above) that, when prorated, combine to meet the qualification requirements for this position.
Minimum Qualifications for the 1170 Realty Specialist at the GS-09:
You must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples:
Calculating and determining routine realty and lands cost recovery.
Leading or conducting routine on-site compliance examinations on rights-of-way, permits, and other use authorizations.
Conducting inventory of existing realty actions as well as monitoring budget plan packages.
Preparing responses to routine and non-controversial inquiries concerning use, occupancy, disposal, and other actions on public land.
OR
You must possess two years of progressively higher-level graduate education leading to a master's degree OR master's or equivalent graduate degree.
OR
You must possess an equivalent combination of the type and level of experience and education described above.
Minimum Qualifications for the 1170 Realty Specialist at the GS-11:
You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples:
Processing casework on controversial lands and realty actions including rights-of-ways, communication sites, land acquisitions and disposals, permits, leases, withdrawals.
Providing information to the public regarding realty matters on public lands.
Inspecting unlawful closure of public lands, noncompliance of stipulations/permits, or trespassing.
Preparing planning documents and/or monitoring budgetary needs of a realty program.
OR
You must possess three years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
OR
You must possess an equivalent combination of the type and level of experience and education described above.
Experience
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
