The mission of the National Counterintelligence & Security Center is to lead and support the U.S. Government's counterintelligence (CI) and security activities critical to protecting our nation; provide CI outreach to U.S. private sector entities at risk of foreign intelligence penetration; and issue public warnings regarding intelligence threats to the U.S.

Duties

Support for Russia, Europe, and Eurasia in advising the Director of NCSC; the National Intelligence Mission Manager for Russia, Europe, and Eurasia; other National Intelligence Managers; and policymakers on foreign intelligence threats for this portfolio. Assist the in Russia, Europe, and Eurasia with leading national counterintelligence campaigns and initiatives for this portfolio, including analysis, collection, and counterintelligence initiatives to identify and counter foreign intelligence threats; leading the IC in assessing progress against counterintelligence priorities and gaps; leading the development of solutions to address counterintelligence capability needs; and integrating counterintelligence into national decision making. Work with NCSC and ODNI counterparts to implement the National Counterintelligence Strategy; advance the mission objectives of the National Intelligence Strategy and Unifying Intelligence Strategies for the portfolio. Brief senior policymakers and IC officials and other major stakeholders-including the private sector and academia--on threats, priorities, and gaps for the portfolio. Forge, lead, and maintain effective partnerships with colleagues; experts; IC members; policy makers; and law enforcement agencies to share key information, coordinate joint efforts, and drive counterintelligence initiatives for the portfolio. Create and lead collaborative networks within the ODNI and across the IC and routinely engage IC counterparts to ensure effective integration. Develop and expand knowledge on the portfolio and establish a government-wide reputation as an effective integration leader. Provide collaboration tools and policies for successful collaboration effort. Other duties, as assigned.

Qualifications

Mandatory Requirements: Sufficient knowledge of IC analysis and collection to lead initiatives for the portfolio, including identifying relevant analytic and collection requirements and gaps. Expert knowledge of IC organizations; mission; structures; capabilities; processes; and policy development. Demonstrated leadership skills and ability to create and lead formal and ad hoc interagency communities of interest and build coalitions with IC elements to achieve common goals. Knowledge of and experience in the intelligence cycle. Excellent written and oral communication, including experience in briefing agency seniors and policymakers. Well-honed critical thinking skills, as demonstrated by the ability to consider strategic contexts; identify needs and requirements; develop recommendations; advocate to and inform internal and external audiences; and evaluate outcomes against goals and objectives. Demonstrated interpersonal, organizational, and problem-solving skills, the ability to build and use professional networks, and the ability to work effectively both independently and in a collaborative environment. Demonstrated ability to anticipate issues relevant to the IC and United States Government and recommend/implement needed actions. Previous intelligence mission management experience. Previous counterintelligence experience including knowledge of counterintelligence agencies' mission; structure; capabilities; processes; and policies. Substantive knowledge of issues pertaining to counterintelligence in general and this portfolio in particular. Two Performance Reviews highly recommended. Bachelor's degree or equivalent experience with analysis, collection, and counterintelligence initiatives related to Russia, Europe and Eurasia to identify and counter foreign intelligence threats.
