About the Position: Serves as a Program Analyst supervisory that administers and coordinates activities of subordinates involved in the programming, budgeting, scheduling, and utilization of funds for the Rivers Project Office with includes 4 major Locks and Dams, the National Great Rivers Museum, the Rivers Project Office, the Service Base, the Dredge Potter, and the MV Pathfinder. Provides leadership and technical expertise towards managing the fiscal and administrative functions.

Duties

Plans, directs, and manages the development and justification for the Mississippi River Project's Operation and Maintenance (O and M) Programs. Evaluates annual preparation of the O and M budget with an average program of $70 million across four O and M Business lines (Navigation, Recreation, Flood Risk Management and Environmental Stewardship) and the separate CWIS Projects. Supervises roughly 15 personnel ranging in grades from GS-07 to GS-11. Oversees the planning and scheduling for all work to be accomplished by subordinates. Provides guidance and advice to the Operations Project Manager and project Program Managers in the decision-making processes in regards to actions that impact fiscal or administrative matters and/or potential problem areas and issues. Performs duties relative to justifications, budgeting, and funding of the O and M program. Oversees the entire Rivers Project GPC program comprising numerous GPC holders, numerous critical GPC purchases supporting 7 project facilities and 2 vessels. Reviews and approves statistical data for program review and analysis.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-12 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationControl of FundsOrganizational Development Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
