This position serves as a Property Manager in the Material Management Division of the Logistics Service in the VA Health Care System responsible for the inventory and lifecycle management of all non-expendable (NX) equipment in the assigned area(s).

Duties

Major duties include, but are not limited to: Life Cycle Management Conducting short-, mid- and long-term advanced planning for new and replacement NX assets, utilizing enterprise-wide computerized planning tools. Analyzing data to include projected lifecycle, down time, repair rates, lost workload, cost, depreciation, trade-in value and other factors which impact procurement decisions. Advanced planning requires significant interaction and coordination with service lines, biomedical engineering, and other stakeholders to balance competing priorities including clinical requirements, technological enhancements, and budget constraints. Computing requirements for equipment inventory items. Utilizing a range of well-established and commonly applied inventory principles, standard and non-standard methodologies, and concepts to determine need to intervene in the supply system in response to fluctuations in rates of usage, cost, availability for established suppliers, alternative sources of supply and other similar conditions. Participating in VISN and facility strategic planning to support major and minor construction projects, activation of new facilities, and reuse of existing space involving multi-million dollar projects. Developing and supporting the creation of acquisition strategies and standardization initiatives to acquire and purchase high-tech, high-cost medical devices, surgical equipment devices and major classes of materials, displaying familiarity with contracting laws and regulations with industry practices. Supporting customers and acquisition personnel in developing requirements, utilizing mandatory sources and standardization of sources. Exercising Ordering Officer Authority in determining best value and contract sourcing. Conducting data/information analysis for acquisition planning associated with materials and/or capital equipment. Assisting customers in the creation of Performance Work Statements for equipment procurement. Researching alternative sources for equipment procurement. Independently determining the best purchasing and payment method to utilize; i.e. purchase card order, contract document, etc. Decisions regarding procurement methods are made in accordance with the Federal Acquisition Regulation (FAR) and the VAAcquisition Regulations (VAAR) for competition and formal advertisement. Analyzing and advising the customer on equipment purchase recommendations utilizing the "best value" approach, which may include criteria such as special features of the supply or service that are required in effective program performance that is not provided by a comparable supply or service; trade-in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; maintenance availability; past performance; and environmental and energy efficiency considerations. Conducting market research on product pricing and performance. Identifies equipment items that offer the greatest potential for standardization. Inventory Management and Control Resolving inventory problems requiring extensive and exhaustive research of receipts, issues, surveys and other available sources. Ensuring accuracy of all personal property records and property documents which support the general ledger accounts. Ensuring all equipment is properly classified by assigning the correct Category Stock Number (CSN). Capitalizing all equipment over $1,000,000.00 in the EIL and the Fixed Asset Package (FAP) reports monthly depreciation values to Fiscal Service. Researches existing stock catalogs, manufacturer's catalogs and drawings to identify matching characteristics for proper description. Maintaining accountable property documents and filing of non- expendable excess property as it accumulates. Maintaining all due-in records and processing receipt documents in order to properly account for all inventories. Identifying and rectifying asset management issues with other Services, VISN-level staff, or support contractors. May be directed to travel to all VA HCS and catchment area locations to perform equipment management duties, transferring of equipment and disposal/recycling of equipment. Supporting other elements of the organization and performing other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/17/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05; for a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Inventory Management Specialist (NX) GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assisting customers in the creation of performance work statements for equipment procurements; analyzing data impacting procurement decisions; determining the best purchasing and payment method to utilize; maintaining accountable property and receipt documents and disposing of surplus or excess property. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one full year of graduate level education or superior academic achievement. (TRANSCRIPT REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education as described above. Inventory Management Specialist (NX) GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: maintaining equipment inventory lists; scheduling and conducting physical inventories; ensuring equipment is accountability and appropriately managed, assigned and monitored; managing and controlling all inventory transactions for non-expendable medical equipment requests and transactions and ensuring accuracy of all personal property records and property documents. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (TRANSCRIPT REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education as described above. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Incumbent may carry and lift light items weighing less than 15 pounds.
