Incumbent has oversight for data governance program/initiatives in the healthcare system & its catchment area. Makes facility-level determinations about disclosures, issuance of denials, redactions, access, use & dissemination of federal agency records. Formulates policy, ensures compliance with federal & state laws & conducts thorough research of federal implementing regulations. Provides guidance while communicating information to Executive leadership, facility staff & other stakeholders
Duties
Duties include, but are not limited to:
Facility Data Governance Director and Information Strategist
Developing and executing strategic management initiatives that establishes areas of control of information within the facility and interfaces with all business operations across service lines/departments
Creating unique written policies that define the enterprise privacy principles, guidance and practices that influence the data governance model for the organization
Systematically approving all facility policies and reviewing business practices to ensure appropriate use and protection of information specific to each functional area
Strengthening and sustaining the operational life cycle of the privacy/FOIA program by developing a communication strategy that fosters awareness for both internal and external partners to improve compliance, provide training and engage the public
Providing subject matter expertise directly and independently with senior leadership, local and facility Law Enforcement, Office of Chief Counsel in the District, VHA Central Office and VISN leadership regarding data governance
Representing the agency authoritatively to key officials and organizations both within and outside of VA
Resolving major issues and concerns with regards to data governance in the absence of VHA program office or Office of General Counsel (OGC) oversight
Routinely making independent key decisions that can have serious implications for the agency in the absence of situational guidance
Performance Measurement, Assessment and Improvement
Creating a communications process and tools that are flexible, customizable and interactive to address the healthcare system's unique
compliance challenges and educational/training needs
Contributing to national VHA performance data by submitting reports with findings and recommendations to senior leadership and national program offices
Making changes to facility policies and procedures after gaps in compliance are identified
Sharing best practices with the VHACO Privacy and FOIA Office to improve data governance compliance in other facilities across VA
Data Lifecycle Management, Protection and Disclosure
Developing and integrating policy based processes, roles and controls that influences how data is created, collected, used, stored and destroyed throughout the organization
Classifying and addressing issues stemming from conflict of regulations and laws and differences in compliance with facility business practices
Performing assessment of privacy-related risks associated with business activities that involve processing of personal and sensitive data
Participating in the planning, development and evaluation of procurement and acquisitions for goods and services for the entire organization
Responsible for reviewing and approving business agreements such as data use agreement, memorandum of understanding and interconnection security agreements with external federal, state agencies and partner companies without supervision
Independently investigating non-compliance of privacy related issues at all levels of the organization and outside of the organization when VHA information is involved
Advocating for Veterans, patients and employees that are victims of privacy violations
Conducting detailed investigatory interviews with staff, patients and vendors to collect facts in response to privacy complaints
Identifying privacy risk within the organization and ensuring corrective action is taken to mitigate the safety of patients' privacy
Supervisory Responsibilities
Overseeing the daily operation of the section
Making work assignments, setting and negotiating deadlines and designating completion dates
Coordinating and approving leave of staff
Instructing employees in assigned tasks and job techniques
Conducting formal and informal on-the-job training and answering questions on procedures, policies, and directives
Identifying training needs and finding ways to improve production or increase the quality work within the unit
Hearing and resolving minor complaints from employees; referring group grievances and mores serious unsolved complaints to his/her direct supervisor.
Work Schedule: Fulltime, Monday thru Friday 8:00 a.m. to 4:45 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/17/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: developing local privacy strategy that integrates the Medical Center or Healthcare System with data governance program goals, national strategic priorities and core values; preparing completed work for periodic critical reviews by the Information Access and Privacy Office for compliance with the FOIA/Privacy guidelines and effectiveness; making work assignments, setting and negotiating deadlines and designated completion dates; leading teams, communicating effectively to internal and external stakeholders, making decisions on complex issues, building coalitions to overcome barriers with limited resources and aligning efforts to national, regional and local level strategic priorities and routinely making independent key decisions that can have serious implications for the agency in the absence of situational guidance..

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
