This announcement will be used to fill the position of Program Manager, Credit Specialist Program (Program Manager) in the Farm Credit Administration's Office of Examination (OE), Bank Examination Division (BED). Under the general direction of the BED Director, the Program Manager provides OE leadership and direction, including leading a team of credit specialists, in evaluating systemic credit risks and examining complex credit portfolios and operations at Farm Credit System institutions.
Duties
Leads a team of credit specialists responsible for examining the most complex credit-related risks and loan portfolio management processes within the Farm Credit System (FCS). This includes examinations of FCS credit administration, underwriting, risk identification, large and complex loans, lending programs, collateral appraisal, overall asset quality, key credit control processes, and other loan portfolio management processes.
Manages the ongoing operations of the Credit Specialist Program including planning, scheduling, hiring and staffing, training, and supervising assigned staff within the program.
Provides guidance and oversight to Agency credit-related examination activities. Identifies and addresses areas of significant risks, including initiating analyses and examinations of emerging systemic risks in credit-related areas as well as individual System institutions with emerging risks.
Provides leadership and influence on Agency-wide credit-related matters. Leads, participates, or provides resources to serve on Agency taskforces that develop credit-related guidance, policy, informational memorandums, bookletters, regulations, and address other matters related to credit areas.
Provides presentations and briefings to senior FCA officials on credit-related issues. Represents the FCA at meetings with the Farm Credit System and interagency meetings to discuss FCA policies, decisions, and views. Leads presentations with FCS boards of directors and senior managers to foster corrective actions and other positive changes within FCS institution operations.
Requirements
- Must be a U.S. citizen.
- One year supervisory or managerial probationary period, unless previously served.
- Suitability for Federal employment, as determined by a background investigation.
- Submission of a financial disclosure report may be required.
- You must be a current FCA career or career conditional competitive service employee.
- Complete the initial online assessment and USAHire Assessment, if required
Qualifications
You may qualify at the VH-41 (GS-15) band level if you have one year of specialized experience equivalent to the VH-40 (GS-14) band level in the Federal service. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade Requirements: Current and former Federal employees (including VEOA eligibles) must have served one-year (52 weeks) at the next lower grade in the Federal service to meet time-in-grade restrictions per 5 CFR 300, Subpart F, by the closing date of the announcement.

Education may not be substituted for experience at the VH-41 band level.
